When the total overall project exceeds $29,653 bidders must comply with the prevailing wage rates on Public Improvements in Hamilton County and the City of Blue Ash, Ohio, as ascertained and determined by the Administrator of the Ohio Bureau of Employment Services (OBES) as provided in Section 4115.05 through 4115.034 of the Revised Code of the State of Ohio. It is anticipated that the Prevailing Wage Law will apply to this project. The Council of the City of Blue Ash shall authorize acceptance of the bid made by the responsible bidder who, in Council's judgment, offers the best and most responsive proposal to the City, considering quality, service, performance record, and price; or Council may direct the rejection of all bids. The new walk shall be ADA compliant with a cross slope not exceeding 1.5%. As marked by the City some driveway aprons shall be removed and replaced to meet the elevation of the sidewalk, where the walk is installed to drain toward the residential property. Some of the properties along Cooper Road have an elevation below the surface pavement of the roadway with storm inlets located on the property at back of walk for drainage. These properties will have the walk installed to slope back toward the property and the driveway approaches replaced to match the elevation of the new walk. All walk and driveway aprons shall meet current ADA requirements. Sidewalks shall be installed at a minimum of 5" thickness on a compacted subgrade, two (2) dowels shall be drilled into adjacent existing slabs. Finish for the walk shall be a broom finish with saw cut joints. Where driveway aprons are to be removed and replaced, the adjacent Type 6 curb will be removed and replaced at full width of apron.
