The project includes construction of approximately 4,000 linear feet of sidewalk along Elm Street, grading and restoration. The estimated construction cost is $395,000. The contractor must be ODOT prequalified and must follow DBE requirements in ODOT's LPA PN 13. Each proposal must be accompanied by a Bid Guaranty and contract Bond per the Contract documents. The successful bidder will be required to furnish a bond for the faithful performance of the contract in a sum not less than 100% of the total price bid for the complete work, said bond to be that of an approved surety company authorized to transact business in the State of Ohio, to the satisfaction of the Law Director. Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested herein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The Owner intends and requires that this project be completed within 90 days of issuance Notice to Proceed. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required. The requirements for the payment of prevailing wage rates will apply to this Contract for the prime contractor and any subcontractors. The City of Painesville reserves the right to reject any and all Bids or to increase or decrease or omit any item or items and/or award to the lowest and best BIDDER. Each proposal must contain the full name of every person or company interested in the same. The City of Painesville reserves the right to waive any informalities or irregularities in the Bidding. Question: All questions about the meaning or intent of the Bidding and Contract Documents are to be directed to the ENGINEER/ARCHITECT in writing. Interpretations or clarifications considered necessary by the ENGINEER/ARCHITECT in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by the ENGINEER/ARCHITECT as having received the Bidding Documents. Questions received less than 10 days prior to the date for opening of Bids may not be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
