The Project includes the following Work: Investigative excavations (via hydrovac excavation or other similar minimally invasive means) to provide visual identification of buried water service line materials at approximately 600 locations (as budget allows) throughout the Village water distribution system. It is expected that most investigative excavations will take place at the location of existing curb stop valves and associated curb boxes. The project may require limited water service line replacements, as ordered by Owner/Engineer. A pre-bid meeting is not being held. Each bid shall be accompanied by a certified check or bid bond in the amount of five percent (5%) of the maximum amount of the bid, as a guarantee that the bidder will execute the contract and furnish the necessary bonds if the contract is awarded to him/her. The Supplementary Conditions set forth requirements for the payment by the Contractor and all Subcontractors of minimum wage rates for all classes of laborers and mechanics as set forth by all applicable provisions of the NY Prevailing Wage Act, and the Bid shall be prepared accordingly. The Project is being funded by NYS Environmental Facilities Corporation (EFC) and NYS EFC Mandatory State Revolving Fund Equivalency Project Terms and Conditions, included in the bid documents, apply to this contract. This includes, but is not limited to, Build America, Buy America (BABA) and American Iron and Steel (AIS) requirements and a 20% Disadvantaged Business Objective. The selected Contractor shall ensure that employees and applicants for employment are not discriminated against because of race, age, color religion, sex, national origin, or handicap status. The Village of Penn Yan encourages Minority and Women Business Enterprises (MBE/WBE) to submit bids for this project. Furthermore, the Contractor will be encouraged, the greatest extent feasible, to utilize business concerns located in or substantially owned by residents of the project area, in the award of contracts and purchase of services and supplies. Minorities are encouraged to apply. The Village of Penn Yan reserves the right to waive any irregularities and to reject any and all bids and to award the contract to the lowest responsible bidder. No bidder may withdraw his or her bid within sixty (60) days after the actual opening thereof.
