Site work and paving for a mixed-use development in Bellingham, Washington. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The City of Bellingham solicits interest from consulting firms with expertise in Civil Design. This agreement will be for approximately seven months in duration, beginning September 2026 and ending March 2027, with the option for the City of Bellingham to extend it for additional time and money if necessary. Consultants will be considered for the following federally funded project. Project Description The work to be performed by the CONSULTANT consists of preparing preliminary engineering design for Downtown Signalized Intersection Accessibility and Safety Improvements Project. The project will improve signals and related infrastructure at three downtown intersections, including the intersections of Railroad Ave. with Magnolia St., Holly St., and Chestnut St. This project has a 0% FSBE goal with a 10% SBE voluntary goal. The major features of the project are as follows: Signal Reconstruction Install Curb Extensions ADA Improvements Related Utility Modifications Other features of the project are as follows: Collect Survey data for the areas shown within the project vicinity map. Assess permitting needs, perform environmental reporting as needed and assist the City in acquiring necessary permits for CN obligation (i.e. NEPA, cultural resources, etc.). Prepare complete bid documents including construction plans, technical specifications, and engineers estimate (PS&E). Other work that may be included, depending on project funding or as part of future amendments: Services during bidding Services during construction The City of Bellingham reserves the right to retain the services of the successful firm(s) for any subsequent phases (R/W, CN, Construction Management) associated with these projects. All prospective consultants are advised that federally funded projects will be held to Federal EEO requirements. Evaluation Criteria 100 Points Total Submittals will be evaluated and ranked based on the following criteria: Qualification of Proposed Project Manager 15 points Qualifications of Key Personnel/Expertise of Firm 15 points Ability to meet schedule 20 points Approach to project 20 points Familiarity with WSDOT/FHWA standards 15 points Past Performance/References 5 points FSBE/SBE Approach and Commitment 5 points Approach to Construction Management (Construction Phase) 5 points Scoping and Contract August 2026 Begin Work September 2026 Complete Work/End Contract March 2027 The Consultant(s) awarded the contract will be required to obtain and maintain a City of Bellingham Business License. The method of Contractor Selection has not been Determined at this time.
