A. Objective The City of Bethel is soliciting proposals for the purchase and installation of 1,200 linear feet of floating docks. The docks will be installed in the basin of the City's Small Boat Harbor property situated between North Harbor Road and South Harbor Road in Bethel, Alaska. B. Introduction Bethel occupies 44 square miles and is about 75 miles inland from the Bering Sea on the Kuskokwim River. Bethel, with a population of 6,152 residents, is a regional hub for people living in the Yukon River and Kuskokwim River delta area. Alaska Airlines provides year-round daily transportation from Anchorage to Bethel. Barge service is available to Bethel from Seattle, Seward, and Anchorage in the summer months. The City's Port Department manages the following areas: Petro Port, City Dock, Beach 1, Beach 2, Seawall, and the Small Boat Harbor. The City of Bethel Small Boat Harbor consists of a dredged basin and access channel located east of the City. Bethel serves as a transportation hub for goods and services for 56 surrounding native villages. Summer transportation access is limited to airplane or watercraft. As such, during the summer, the harbor is partly full of transient users who come to Bethel for supplies, medical attention, or other required services. As well as Bethel residents who use the Harbor for both subsistence and leisure purposes. Currently, the harbor's float system has surpassed its projected lifetime. The City wants to provide updated floating docks for the residents of the delta. Scope of Work A. Introduction The City of Bethel is requesting proposals from qualified companies to supply the materials and labor to install 1,200 linear feet of floating docks in the Small Boat Harbor. The Harbor location and float layout is shown on the map that is Attachment C. B. Description While the City did its best to describe dock specifications for this project, it is not a dock company. The City is relying on companies to provide a proposal to the City that meets the City's needs for installation, durability, and ease of maintenance. Proposers should use the specifications provided as guidelines to generate a proposal for the City to consider. Exact details will be worked out in the contract between the City and company. There will be some flexibility in the contract for on-site modifications by the City or company, so that the City is happy with the final product and installation service provided. The floating docks to be provided to the City and installed as part of this project must conform to the following specifications: 1. Seven Feet wide by nineteen and a half feet long. We request these dimensions so the floats can fit into a shipping Conex. 2. Total footage is 1,200 linear feet of floating docks, with 6 individual docks totaling 200 feet each. 3. The floats must interconnect. The floats will be deployed every spring and taken out every fall. 4. Floats must have fork holes roughly 8 feet apart in the center of the float for taking out of the water by wheeled loader. 5. Floats should have cleats at the front and back on both sides of the float. 6. Float should be constructed of a material that will resist the effects of nature. 7. A bull rail on the floats is not necessary but will be considered.
