Provide all culvert materials, bands, and miscellaneous accessories/hardware required to assemble the requested pipe arch culverts (assembly to be completed by a third party and is not in contract) identified in the drawings attached and as described in the scope of work, specifications, and Bid Form. Provide engineering calculations and shop drawings as required for the Culvert Bridge Design Package as described in the specifications. Ship culvert materials to Bethel, Alaska. Deliver materials to the laydown area at Port of Bethel, located at 919 Front Street, Bethel, AK 99559. Notify the City of Bethel at least 3 business days prior to the arrival of materials in Bethel, Alaska. At the date of this RFB, design drawings for the Ptarmigan St culverts are at 65% design and therefore not stamped. Drawings will be stamped prior to culvert installation. The City of Bethel is seeking bids to procure two culverts for a culvert replacement project in Bethel, AK. The bid also includes the necessary engineering, i.e. shop drawings, manufacturing, delivery, and offloading of the culverts to Bethel, Alaska. Deadline for Questions: March 7, 2025 Furnish manufacturer-designed culvert bridges to meet the contract requirements. Provide manufacturer shop drawings and an independent structural analysis and design check. For review and approval, provide design calculations with load ratings for the culvert bridges. 1. Definitions Culvert Bridge stands for culverts and buried structures meeting the requirements of National Bridge Inspection Standards (NBIS) CFR650.305; individual culverts and buried structures greater than 10 feet in width, as measured along the centerline of roadway crossing over the structure. When specified in the contract or required by the DOR (Designer of Record), this includes the headwalls, toe walls, wingwalls, and foundation. Culvert Bridge Design Package (CBDP). DOR design calculations, DOR load ratings, IE design check calculations, IE load ratings, working drawings, and specifications. Designer of Record (DOR). A civil engineer registered as a Professional Engineer in the State of Alaska, and in responsible charge of the work described. The DOR must have adequate and relevant priorstructural design and inspection experience. The DOR may delegate portions of design, quality acceptance, and inspection work, to qualified technicians. Independent Design Check (IDC). An independent design check of the design and load rating calculations including but not limited to: design, load ratings, location and dimensions of the foundation, structural members, connections, erection plan and temporary bracing (when required), safety barrier, and independent calculations of design loads, member stress, material properties, hydraulic capacity and scour protection. Independent Engineer (IE). An engineer registered as Professional Engineer in the State of Alaska, and in responsible charge of the independent design check. The engineer responsible for the check must have adequate and relevant prior structural design experience. The IE must be from a different firm than the DOR. The City reserves the right to reject any Bid, to waive or not waive informalities or irregularities in the response procedures, and to accept or further negotiate cost, terms, or conditions of any Bid determined by the City to be in the best interest of the City. All agreements resulting from Bid date notes: Bids submitted in hard copy form must be in a sealed envelope marked: "Bid: Ptarmigan Culverts" and then list Respondent's name, address and phone number. Mail is unpredictable and weather-dependent, as are the services of UPS, Fed-Ex, and other private carriers. Plan to submit the documents a few days early to ensure on time arrival. Even if mailed on time, there is no guarantee it will be received and in the City's possession by the deadline if sent too close to the deadline.
