All questions should be submitted in writing to the Purchasing Agent at purchasingagent@cityofbethel.net The Project includes Improvements to the water treatment plant including mechanical and electrical upgrades, new heat exchangers, new circulation pump for Loop C, and fire water loop connection point for Ayaprun School. Bids will be received for a single prime Contract. Bids shall be developed on a unit price basis as indicated in the Bid Form and the Method of Measurement and Basis of Payment. Prevailing Wage Rates: This Project is subject to the prevailing wage rates of the State of Alaska Department of Labor and Safety for Laborers' & Mechanics Minimum Rates of Pay (Pamphlet 600), the Davis-Bacon Act, and the Contract Work Hours and Safety Standards Act. Build America Buy America Act: This project is subject to the statutory requirements commonly known as Build America, Buy America that requires all of the iron and steel, manufactured projects, and construction materials used in the project to be produced in the United States. Each Bid will be reviewed by the Owner and Engineer for compliance and completeness. Bidders must be in good standing with the City of Bethel. The winning bid will be selected based on the lowest, responsive, qualified bid. Local Bids will receive a five percent (5%) preference in determining the lowest responsible and responsive bid. The City of Bethel will not be liable for any costs incurred by any Bidder in response to this advertisement. The City of Bethel reserves the right to reject any or all bids without cause. A Bid must be accompanied by Bid security made payable to Owner in an amount of five (5) percent of Bidder's maximum Bid price (determined by adding the base bid and all alternates) and in the form of a Bid bond issued by a surety meeting the requirements of Paragraph 6.01 of the General Conditions. Such Bid bond will be issued in the form included in the Bidding Documents.
