Site work and paving for a mixed-use development in Johnston, Iowa. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; water / sewer project; and bridge / tunnel.
The project involves full-depth reclamation and resurfacing of NW 100th Street in Johnston, Iowa from NW 70th Avenue to the Little Beaver Creek crossing, including roadway widening at the NW 78th Avenue intersection, as well as construction of a 10-foot wide shared use path along the east side of NW 100th Street from the northeast quadrant of the NW 70th Avenue to the northeast quadrant of the Marnewood Drive intersection, a distance of approximately 6,900 feet. The project also involves construction of a 10-foot wide shared used path along the south side of NW 78th Avenue from the southwest quadrant of the NW 100th Street intersection to the southwest quadrant of the NW 107th Street intersection, a distance of approximately 2,700 feet. Additional associated project items include sideroad intersection, sidewalk, and driveway reconnections; retaining wall construction; roadway ditch grading; storm sewer connections and improvements; and municipal utility adjustments. The construction improvements include approximately 18,500 SY of Full-Depth Reclamation, 7,500 TON of HMA Resurfacing, 9,000 SY of 5" PCC shared use path pavement, 1,400 SY of 6" PCC driveway replacement, 1,400 SY of 8" PCC sideroad pavement, 8,500 SF of Segmental Block retaining wall (including 500 LF of associated Intermediate Foundation Improvements), 2,800 LF of storm sewer and driveway culvert installation, and 50 LF of water main relocation. Other associated improvements include ADA-compliant curb ramp improvements at each intersection; intermediate foundation improvements for retaining walls; water main valve, hydrant, and stop box adjustments; subdrain installation; earthwork; clearing and grubbing; traffic control; and surface restoration as well as miscellaneous associated work necessary to complete the project. Each bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8, as security that the successful bidder will enter into a contract for the work bid upon and will furnish after the award of contract a corporate surety bond, in a form acceptable to the City, for the faithful performance of the contract and guaranteeing payment to all persons supplying labor and/or materials in the execution of the work provided for in the contract, in an amount equal to 100% of the amount of the contract. Additionally, the bidder must provide the City with a guarantee of maintenance of said improvement for a period of four (4) years from the time of acceptance by the City. The bidder's security shall be in an amount equal to ten percent (10%) of the total amount of the bid and shall be in the form of a cashier's check or a certified check drawn on an FDIC insured bank in Iowa or on an FDIC insured bank chartered under the laws of the United States; or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States; or a bid bond on the form provided in the contract documents with corporate surety satisfactory to the City. The bid shall contain no condition except as provided in the specifications. The anticipated date for written notice to proceed is March 18, 2025 work on the project shall be completed per the following schedule: All trees identified for removal shall be felled prior to March 31, 2025. Clearing and Grubbing of said trees may take place on or after March 31, 2025. Commencement of shared used path and retaining wall work is anticipated to begin on or before March 31, 2025. Retaining wall foundation and wall construction, identified in the plans as Stage 1, shall have a late start date of April 28, 2025 and a completion date of June 27, 2025. Retaining wall completion shall be defined as retaining wall constructed, backfill placed and ready for settlement monitoring, and NW 100th Street fully open to vehicle traffic. Closure of NW 100th Street shall be limited to forty-five (45) calendar days. Roadway work is expected to begin after the latter of June 2, 2025 or the first Monday following the completion of the Johnston Community School District 2024/2025 academic year. The project shall be substantially complete by October 31, 2025. Substantial completion shall be defined as all roadway rehabilitation, widening, resurfacing, sideroad and driveway paving, storm sewer, and utility work completed with all roadways fully open to traffic in their permanent condition. The project shall be finally complete by June 27, 2026. Final completion shall be defined as all trail paving and sidewalk connections/ADA curb ramps complete and open to pedestrian traffic, all final surface restoration in-place and established, and all project punch-list items completed and ready for final acceptance Liquidated damages in the amount of One Thousand Dollars ($1,000.00) per day will be assessed for each calendar day that the work remains uncompleted after the end of the contract period for each of the Retaining Wall, Substantial, and Final completion dates. The City reserves the right to reject any and/or all bids and to waive any and/or all technicalities and/or all irregularities.
