Bids received after the scheduled closing time for the receipt of Bids will be returned unopened to the Bidders. A Bidder may not withdraw his Bid for a period of one hundred twenty (120) days after the date set for the opening of Bids. The Project consists of two composite elevated tanks, (i.e., concrete pedestal and steel cylindrical bowl) each with a 2,000,000-gallon capacity. The Industrial Zone Tank is located near Development Dr. (WV 11/65) and includes approximately 500 linear feet of on-site water line (16-20" nominal diameter), stormwater management piping and infiltration trench, and gate valves and other appurtenances as set forth on the Bidding Documents prepared by Dewberry Engineers Inc. (Dewberry). The Ridge Rd. Tank is located along Ridge Rd. South (WV 4) and includes approximately 450 linear feet of water line, approximately 50 linear feet of bored-and-jacked casing pipe under Ridge Rd. (30" nominal diameter), stormwater management facilities, and gate valves and other appurtenances as set forth on the Bidding Documents prepared by Dewberry. The Project also includes associated site work (grading, paving, fencing, etc.). Questions about the meaning or intent of the Bidding Documents shall be submitted to Dewberry in writing by 5:00 p.m. on March 5, 2025. Questions received after this time may not be answered. Bids will be received for a single prime Contract. Bids shall be on a lump sum basis, as indicated in the Bid Form. All work shall be substantially completed within 660 calendar days after the date when the Contract Times commence to run and completed and ready for final payment within 720 calendar days after the date when the Contract Times commence to run. Liquidated damages shall be $1,500 per day. The Project will use a two-envelope system for the opening of Bids. Both envelopes shall be submitted in a single, larger envelope that has the following information printed on the front: Name and address of Bidder Bid on Industrial Zone and Ridge Rd. Water Storage Tanks Envelope #1 will be opened first, and the Bidding Requirement items will be checked for compliance as outlined in Article 7 of the Bid Form. If the requirements are met, Envelope #2 will then be opened and the Bid will be publicly read aloud. If the documents required to be contained in Envelope #1 are not in order, the Bid will be considered non-responsive and Envelope #2 will be returned to the Bidder unopened. All Bidders are required to have a West Virginia Contractor's License per Section 21-11-11 of the West Virginia Code. Bidders must hold a current West Virginia contractor's license on the date of Bid opening. BCPSWD reserves the right to reject any and all Bids, and to waive any informalities and irregularities therein.
