Request for Qualifications ("RFQ") for Stormwater Construction and Design Services for Phase 1 of the Caldwell Drive Stormwater Improvement Project in accordance with ORC 153.67 et seq. Springfield Township, Hamilton County is seeking Statements of Qualifications ("SOQs") from engineering firms to provide construction engineering, design, and project management assistance for Phase I of the Cilley Creek/Congress Run Stormwater Improvement Project in Springfield Township, Hamilton County, Ohio. During heavy rainfall events, Caldwell Drive and the properties along Caldwell Drive experience flash flooding due to the large volume of water travelling through the Cilley Creek and Congress Run watersheds. These two large watersheds converge near Caldwell Drive and flood the roadway and businesses, making thru-traffic dangerous and damaging real property of the businesses located in the area. Project Budget Springfield Township has received a Hamilton County Stormwater Infrastructure Grant to complete the work for this project. The total grant award was $850,000.00. The design and engineering services outlined in this RFQ fall under the “construction/engineering” portion of the grant, for which there is $757,000.00 allocated. The budget for the work to be performed pursuant to this RFQ is estimated to be less than $150,000. An engineering firm, Strand Associates, Inc., has studied the two applicable watersheds and provided Springfield Township with a master plan of three construction projects to address the flash flooding issue in this area. This RFQ is for construction engineering, design, and project management assistance services for Phase I of that master plan, which involves improvements to the Cilley Creek ditch situated south of Ronald Reagan / Cross County Highway and the businesses along the northside of Caldwell Drive. Any Questions Regarding the Submittal Requirements or Services to Be Rendered Must Be Submitted in Writing by Email to Kathleen Kennedy at Kkennedy@springfieldtwp.org by 4:00 P.m. (Est) on Monday, March 17, 2025. No Questions Will Be Answered After That Date and Time Unless Springfield Township Determines That Answering the Question is Necessary to Correct an Error or Inconsistency in the Rfq. Pursuant to ORC 153.69, Springfield Township intends to select no fewer than 3 firms which it considers most qualified to perform the required services. However, Springfield Township reserves the right, in its sole discretion, to select more or less than 3 firms to continue in the process, to waive any formalities or irregularities in the submission of SOQs, or to reject all SOQs and readvertise for construction engineering, design, and project management assistance services. The method of Contractor Selection has not been Determined at this time.
