2025 Road Widening - Mill roadway and place 19 mm Superpave Binder Course as specified in Scope of Work for "2025 Paving Improvements (Aberdeen Road)". Milling, 12" average depth Place Superpave Asphalt Mixture Design Binder Course, PG 64S-22, 0-0.3 million ESALs, SRL-M, 19mm, 4" depth Guide Rail, Type 31-S Guide Rail Radius (R=10'), In-Line Anchor and Terminal Section, Single Bids will be received for a single prime Contract for each project. Bids shall be on a unit price basis. Question Deadline 03/04/2025 at 4:00 PM ET Location : online portal. Estimated Contract Value: $90,000 to $110,000 Bid Security in the amount of 10% of the Bid amount, the Workmen's Compensation Affidavit, Public Works Employment Verification Form and an Anti-Collusion Affidavit must accompany the Bid in accordance with the Instructions to Bidders. Bids shall remain open for a period of 60 days from the date of Bid opening. Bids may not be withdrawn during this period. The successful Bidder(s) shall be required to furnish performance and payment bonds in the amount of 100% of the Contract Price in accordance with the Instructions to Bidders. The 2025 Road Widening project are subject to the Pennsylvania Department of Labor and Industry Prevailing Wage Rates. Mount Joy Township hereby reserves the right to reject any and/or all bids submitted or any part thereof or item therein. The Owner also reserves the right to waive any defects, errors, omissions, irregularities, or informalities in bids received. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Bid Item No. 1: Mill existing asphalt and shoulder, 4' Average Width, 12" average depth. 1. Description: Labor, materials and equipment necessary for milling asphalt as specified in PennDOT Publication 408, Section 492 (Profile Milling) and removal of millings. Milling is to be performed on each side of Aberdeen Road (4' wide each side, 8' average total width). Maintenance and protection of traffic is an incidental cost. Excavate by hand or with an air spade at locations indicated on the "Aberdeen Road Paving (2025)" location map. If excavating by hand, use narrow-tine spading forks to comb soil and expose roots. Cut all exposed roots by hand with sharpened chain saw. Do not break, tear, or chop exposed roots. Do not use mechanical equipment that rips, tears, or pulls roots. All hand/air spade excavation and root cutting is an incidental cost. Mount Joy Township will immediately backfill with 8" of compacted PennDOT 2A aggregate. 2. Unit of Measurement: SY of milling. Bid Item No. 2: Superpave Asphalt Mixture Design Binder Course, PG 64S-22, 0 to 0.3 million ESALs, SRLM, 19mm, 4" Depth. 1. Description: Labor and equipment necessary for pavement installation as specified in PennDOT Publication 408, Section 413 (Binder Course). This bid item is for labor and equipment only; the binder course material is to be provided by the Township. Contractor to haul from the Township's FOB asphalt provider and billed through Mount Joy Township's FOB contract. Binder course is to be placed on Aberdeen Road (3' average width on each side) on top of the PennDOT 2A aggregate that has been placed by the Township. Asphalt should be placed immediately upon placement of PennDOT 2A aggregate. Adjustments to existing driveways are required and are incidental to the unit prices provided. Furnish and place 2A aggregate to provide flush transition to existing stone driveways on Aberdeen Road. Paint existing vertical surfaces of curbs, structures and pavement with a uniform coating of PG 64S-22 bituminous material. Contractor to provide adjustments to existing manhole covers and inlet grates as incidental costs. The contractor is responsible for determining density with an approved nuclear gauge according to PennDOT Publication 19, PTM No. 402 during placement of asphalt wearing course as an incidental cost. Maintenance and protection of traffic is an incidental cost. 2. Unit of Measurement: Tons of asphalt binder course, complete in place. Bid Item No. 3: Guide Rail, Type 31-S. 1. Description: Labor, materials, and equipment necessary for installation as specified in PennDOT Publication 408, Section 620 and in accordance with RC-51M and RC-54M. Maintenance and protection of traffic is an incidental cost. 2. Unit of Measurement: Linear feet of guide rail, Type 31-S. Bid Item No. 4: Guide Rail Radius (R=10'), In-Line Anchor and Terminal Section, Single. 1. Description: Labor, materials, and equipment necessary for installation as specified in PennDOT Publication 408, Section 620 and in accordance with RC-51M and RC-54M. Maintenance and protection of traffic is an incidental cost. 2. Unit of Measurement: Each of guide rail radius and terminal section, single.
