The purpose of this contract is to provide environmental engineering, compliance and related services on a work order basis for King County Department of Executive Services, Airport Division ("County"). Maximum three years. A Pre-Proposal Conference will not be held for this RFP Work under this contract will be based on individually negotiated work orders. The Consultant should be capable of adjusting disciplines and expertise as necessary to meet the needs of specific work orders. Each work order will provide a specific scope, budget, and schedule for the services required. The County does not guarantee that all disciplines or services will be used, or that the Consultant will receive a specific volume of work, a specific total contract amount, or a specific work order price. 1. The County will review all individual work orders issued under this contract with an estimated value equal to or greater than $100,000 to establish a specific required or aspirational level of participation by Certified Small Contractor and Supplier (SCS) Firms, as applicable. 2. The Consultant will be expected to respond to urgent, short notice requests for services. The Consultant should be capable of working on several work orders simultaneously. 3. The County will not compensate the Consultant for work associated with negotiation of the scope, schedule, and budget of individual work orders. B. Subconsultant Opportunities. Provided for informational purposes only, the following subconsulting opportunities may be available on this Contract: Hazardous Materials Abatement, Survey, Remedial Design, Permitting, Environmental Investigations, Drilling, and Sampling. C. Contracting Opportunities Program. The King County Contracting Opportunities Program is a public contracting assistance program intended to maximize the participation of Small Contractor and Supplier (SCS) firms. The County established an SCS Minimum Utilization of 12% of the Total Price for all executed Work Orders, as amended, to be performed by King County Certified SCS firms over the life of the Contract. Scoring criteria and award eligibility is included in Attachment 2, Evaluation Criteria. The Consultant may provide various environmental engineering and related services, which may include but are not limited to environmental and hazardous materials investigations, air quality analyses, biological and other environmental analyses, permitting services, and environmental and related discipline design, bid, construction administration, and construction inspection services associated with soil, water, and building remediation construction projects. The Consultant may provide technical expertise associated with remediation of a particular site (e.g., remediation plan, sealed design plans and specifications, and remediation inspection, testing, and reporting). These services may include, but are not limited to: 1. Environmental site assessments 1. Soil and groundwater investigations, remediation alternatives, and remediation design 2. Stormwater quality/quantity investigations, monitoring, and sampling 3. Hazardous building materials assessments and abatement design 4. Underground storage tanks (UST) investigation and remediation design 5. Air quality, cultural & historical resources, and biological analyses 6. State Environmental Policy Act (SEPA) evaluation, investigation, and document preparation 7. Permitting assistance 8. Surveying 9. Utility locates 10. Bidding period services 11. Engineering services during construction 12. Airport-related emergencies or other activities requiring a quick response. The method of Contractor Selection has not been Determined at this time.
