Morrison Opioid Recovery and Care Access Center DESC's Opioid and Recovery Care Access (ORCA) Center is aimed at addressing the needs of individuals experiencing homelessness in our region using an innovative and comprehensive approach combining critical opioid clinical services with on-site support services. When construction is complete, this site will deliver an opioid clinic, office spaces for DESC's clinicians and clinical staff, a Day Room for our clients, a large kitchen, two sets of large gender-neutral bathroom spaces for clients, consult rooms, examination rooms, a reception, a laboratory, spaces for nurses and primary care providers, an activity room, a meeting room, quiet rooms, a HIPAA-compliant file room, an expansive open office, a respite room for staff, medical storage room, and a supervisor's office. Bid bonds (or equivalent) will be required for bidders. Lowest responsive bidder will win the contract. Funding for construction is provided, in part, through the City of Seattle's federal Community Development Block Grant (CDBG) entitlement from the U S Dept. of Housing & Urban Development (HUD). All applicable federal and local regulations and policies governing the use of these funds will apply. Davis-Bacon federal wage rates, Sec. 3 requirements, and Build America, Buy America (BABA) Act apply to this project, and contractors and subcontractors are expected to comply accordingly. Because this project has federal funds, the higher of the State commercial prevailing and Davis Bacon wage rates for each labor classification will apply. Scope of Services: The project scope is renovation of approximately 20,000 square feet of space in a currently occupied historic building called the Morrison Hotel.
