King County is issuing a Request for Information (RFI) from interested firms (Respondents) to provide feedback on the replacement program for the County's obsolete level controls and communications equipment at Pump Stations (PS), Regulator Stations (RS), and Combined Sewer Overflow (CSO) facilities located throughout the service area. 1. The scope of this program is to bring all offsite facility wet well level controls and communications equipment into conformance with WTD Design Standards to improve safety, reliability, and operability. This program will replace obsolete level controls and communications equipment at Pump Stations (PS), Regulator Stations (RS), and Combined Sewer Overflow (CSO) facilities located throughout the service area. 2. The County anticipates the contractor and/or subcontractor(s) would be experienced in electrical systems, wiring, instrumentation, control system replacement, hot switchover, commissioning start-up, communication industrial control system networks (communication, telecom, etc.) replacement. 3. The Contractor or their subcontractor should also be able to perform and troubleshoot Programmable Logic Controller (PLC)s programming, and/or have experience working with Instrumentation and Control (I&C) systems manufacturers, engineering or potentially System Integrators (SI) or Main Automation Contractor (MAC).
