The City of Pomona is seeking quotes from qualified contractors for a well rehabilitation project, in accordance with the Scope of Service and Specifications stated herein. The pumping rate for WELL 32 and 36 has declined over the years along with the condition of the well casing. The City is looking to rehabilitate the wells by the means of mechanical, chemical, re-development, and to equip them with new pumping equipment. Required Qualifications and Experience: The Contractor shall have a minimum of six (6) years of current, continuous experience in well rehabilitation and pump replacement projects. Qualifying experience shall be under a contractor's valid California State Contractor's License with a classification C-57 and company name for six (6) years or more. Please submit copy of license with the bid proposal. Contractor must include at least five (5) recent project experiences related well rehabilitation and pump replacement (must submit with the bid proposal). Each bid shall be accompanied by: (a) cash; (b) a certified or cashier's check made payable to City of Pomona; or (c) a Bid Bond secured from a surety company satisfactory to the City, the amount of which shall not be less than ten percent (10%) of the Total Bid Price, made payable to City of Pomona as bid security. Personal sureties and unregistered surety companies are unacceptable. The surety insurer shall be California admitted surety insurer, as defined in Code of Civil Procedure Section 995.120. The bid security shall be provided as a guarantee that within ten (10) days after the City provides the successful Bidder the Notice of Award, the successful Bidder will enter into a Contract and provide the necessary bonds and certificates of insurance. The bid security will be declared forfeited if the successful Bidder fails to comply within said time, and the City may enter into a Contract with the next lowest responsive responsible bidder, or may call for new Bids. No interest shall be paid on funds deposited with the City. The City will return the security accompanying the Bids of all unsuccessful Bidders no later than 60 calendar days after award of the contract. The contractor is responsible for samples and the results being absent/absent for bacteria and HPC's below 500 cfu/L. Air lift only after second cycle. 8 hrs. each for Development, step down, and constant rate testing. Well 32: Well 32B was drilled (reverse circulation) in 1996 to a depth of 810 feet; with 20-inch diameter, wall thickness of 0.312" mild steel casing. Perforations begin at 325 feet and end at 800 feet. Perforations are Ful-Flow Louvers, with .080" slot size. The well was originally designed to pump 800 GPM, but it has declined over the years. It is currently pumping approximately 750 gpm at an overall plant efficiency of about 66%. The last video survey was performed in December of 2022, showing significant nodules, bio-growth, and plugged perforations from 327 feet through the bottom of the well. It has been presumed by City staff that the decline in capacity and efficiency, is mostly plugging of the well casing. The City's expectations are that the rehabilitation of the well with new pumping equipment should bring the performance back up to 750 - 800 gpm with an overall plant efficiency of 72%. Well 36: Well 36 was drilled (reverse rotary) in 1996 to a depth of 810 feet; with 20-inch diameter, wall thickness of 0.375" mild steel casing. Perforations begin at 340 feet and end at 800 feet. Perforations are Ful-Flow Louvers, with .060" slot size. The well was originally designed to pump 800 GPM, but it has declined over the years. It is currently pumping approximately 645 gpm at an overall plant efficiency of about 62%. The last video survey was performed in June of 2021, showing significant nodules, bio-growth, and plugged perforations from 421 feet through the bottom of the well. It has been presumed by City staff that the decline in capacity and efficiency, was a combination of pump wear and plugging of the well casing. The City's expectations are that the rehabilitation of the well with new pumping equipment should bring the performance back up to 750 - 800 gpm with an overall plant efficiency of 70 - 72%. Scope of Work The scope of work includes a complete well rehabilitating service and the purchase and installation of new pumping equipment. Colum pipe and pump have been pulled by City. Contractor shall furnish all materials, instruments, equipment, tools, labor and incidentals, as required in the specifications and contract documents. Contractor shall be responsible for all removal, transport, and disposal of waste material from the rehabilitation and pump replacement operations. City does not allow dumping or stock piling of these materials onsite. Contractor must account for all costs in the bid price.
