The City of Pomona's Development Services/Planning Division seeks to pre-qualify Planning, Landscaping, and Environmental Consultants to augment staff in the review and approval process of development projects, including environmental review and technical analysis. The City seeks to establish an official list of prequalified Planning and Environmental Consultants. Planning Consultants are needed to function as the lead planner for certain development applications for specific projects, including project management, environmental review, and provision of analysis and reports. Landscape Consultants are needed to assist with review of landscape design plans for development applications and plan check review for compliance with the California Model Water Efficient Landscape Ordinance (MWELO). Environmental planning assistance is needed for projects managed by City staff, including preparation of Initial Studies, Negative Declarations, Mitigated Negative Declarations, Environmental Impact Reports (EIR), Statutory Worksheets, Environmental Assessments (EA), and technical studies for the following topics, including but not limited to: noise, traffic, air quality, greenhouse gas, energy, biological resources, and cultural and historic resources. The objective of this proposal is to establish a five-year contract with a qualified Consultant or Firm to deliver critical development services support through the following key services: 1. **Category 1** - General Planning and Technical Support Services 2. **Category 2** - Environmental Planning Services (third-party fee) 3. **Category 3** - Landscape Support Services (third-party fee) This contract will serve the City of Pomona, starting on July 1, 2025, and concluding on June 30, 2030, pending approval from the City Council.
