The City of Flat Rock has issued this Request for Bid (RFB) to acquire the services of a janitorial services company to provide a variety of cleaning services to the Police Department. The award from this solicitation will be a three-year base contract upon a written agreement between the parties. Services will be provided to the Flat Rock Police Department and will be provided three to five days a week Monday through Sunday for the Police Department. The contractor shall furnish all personnel, equipment, cleaning supplies, and supervision necessary for the proper performance of the janitorial service. Supplies and materials include but are not limited to brooms, brushes, dust cloths, wet and dry mops, sponges, squeegees, porcelain ware cleaner, waxes, stripper, liquid and powder detergents, disinfectants, glass cleaner, floor polish, metal and furniture polish and any other compounds necessary to properly maintain the premises. The contractor shall not use any materials or supplies which the contract administrator(s) determines would be unsuitable for the purpose, or offensive or harmful to any part of the facility, its contents, equipment, employees, or patrons. The contractor shall follow manufacturers specifications for cleaning floors, counter tops, security glass, furniture, and other items specified. Copies of this information shall be available to the chosen contractor. The contractor shall provide all necessary cleaning equipment including, but not limited to, buffing machines, industrial-type vacuum cleaners, carpet extractors, etc., needed for the performance of the work of this contract. Such equipment shall be of the size and type customarily used in work of this kind and shall meet the approval of the contract administrator(s). Equipment deemed to be of improper type or design or inadequate for the purpose intended shall be replaced by the contractor. If alternate products are proposed, the vendor must receive prior approval from the Police Department. The contractor will be supplied with a storage area at each site. This storage area will contain enough supplies to provide back-up in emergency situations. Items will be stored to comply with fire regulations and storage areas will be kept neat and clean. All cleaning products, sanitizers, deodorizers, or any other chemical products shall have OSHA material and data sheets posted in the area in which they are stored. The Police Department shall supply the consumable paper products, hand soap, hand sanitizer, toilet paper, and hand drying paper. Additional responsibilities of the contractor are as follows: a. Contractor shall be responsible for the proper storage of tools and material. b. Utility rooms shall always be kept clean and neat. c. Contractor shall make every effort to furnish workers neat in appearance and of good moral character. d. Contractor's employees are to respect all the owner's rules such as secrecy of communications, safety, smoking and security of the building. This contract shall remain in effect for 3 years as of the execution date. The City reserves the right to terminate the contract for any reason at all with 30 days written notice.
