Site work, paving and renovation of a civil project in Moline, Illinois. Completed plans call for the renovation of a road / highway; for site work for a road / highway; for paving for a road / highway; water / sewer project; water / sewer project; and water / sewer project.

Bidding will take place solely through IONWAVE's website. Bidders must log in to the e-bidding system to submit a Bid. The Bid opening will be held virtually through the City's RingCentral System. The link to access the virtual Bid opening will be included in the bid information on website. The Project includes the following Work: New Influent Pumping Station and Preliminary Treatment Building (Structure 10); new primary clarifier splitter structure (Structure 15); modifications to four existing primary clarifiers (Structure 20); replacement of primary sludge pump (Structure 25); four new biological phosphorus removal aeration tanks (Structure 30), including aeration and mixing equipment and air piping; new Blower and Sludge Pumping Building (Structure 35) housing new aeration blowers, additional primary sludge pumps, fermenter biosolids transfer pumps, and odor control system for the primary sludge fermenter; new mixed liquor splitter structure (Structure 37); two new final clarifiers and modifications to two existing final clarifiers (Structure 40); new ultraviolet (UV) light disinfection structure (Structure 50); excess flow influent channel modifications and gate replacement for the existing excess flow clarifiers (Structure 60); repairs to portions of the existing excess flow basin berms (Structure 65); new primary sludge fermenter (Structure 70); new Biosolids Handling Building housing mechanical thickening and dewatering equipment, sludge pumping, polymer feed equipment, waste activated sludge (WAS) aeration blowers, and plant effluent water system; two new aerated WAS storage tanks (Structure 77); new Chemical Phosphorus Removal Building (Structure 80); modification of the existing Anaerobic Digester Building (Structure 85); new Hauled Waste Receiving Station (Structure 87); new operations building and garage (Structure 90); yard piping, new main switchgear and supervisory control and data acquisition system, replacement of site lighting, underground conduit, and wiring; addition of a new backup power generator; site modifications, including new roadways; and demolition of existing buildings and structures. The Issuing Office is the City of Moline, 619 16th Street, Moline, IL 61265. Bidders who submit a Bid must be a Plan Holder of record. Bids from Bidders who are not on the Plan Holders List may be returned as not being responsive. The Bid must be accompanied by Bid security made payable to OWNER in an amount of 5% of the Bidder's maximum Bid price. Bidders will be required to comply with all laws, including those relating to the employment of labor and the payment of the general prevailing rate of hourly wages in the locality in which the work is to be performed for each craft or type of worker or mechanic needed to execute the contract or perform such work, also the general prevailing rate for legal holiday and overtime work (including, but not necessarily limited to 820 ILCS 130/1-12 the "Prevailing Wage Act") as ascertained by the Village or by Department of Labor for Rock Island County, Illinois, shall be paid for each craft or type of worker needed to execute the contract or to perform such work. If at the time this Contract is executed, or if during the term of this Contract, there is excessive unemployment in Illinois as defined in the Employment of Illinois Workers on Public Works Act, 30 ILCS 570, as two consecutive months of unemployment exceeding 5%, CONTRACTOR agrees to employ a work force that consists of at least 90% Illinois laborers. An "Illinois laborer" is defined as any person who has resided in Illinois for at least 30 days and intends to become or remain an Illinois resident. The Bidder shall require all subcontractors (if any) to conform with said laws, and any rules or regulations now and thereafter issued pursuant to said laws by Bidder, his subcontractors, and/or anyone working through or on behalf of Bidder or Bidder's subcontractors. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (IEPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Water Pollution Control Loan Program (35 IAC Part 365), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), Illinois Works Jobs Program Act (30 ILCS 559/20-1), and the "Build America, Buy America Act" requirements as contained in the federal Infrastructure Investment and Jobs Act, Pub. L. No. 117-58. This procurement is also subject to the loan recipient's policy regarding the increased use of disadvantaged business enterprises. The loan recipient's policy required all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to Bid opening. The policy is contained in the Specifications. Bidders are also required to comply with the President's Executive Order No. 11246, as amended. The requirements for Bidders and contractors under this order are explained in 41 CFR 60-4. OWNER reserves the right to reject any or all Bids, to waive any technicality, and to accept any Bid which it deems advantageous. All Bids shall remain subject to acceptance for 115 days after the time set for receiving Bids. Contract award shall be made based on the lowest responsive and responsible Bidder.
