The Rock Island County Metropolitan Mass Transit District is soliciting qualifications from qualified firms with experience necessary to: Provide professional services related to electrification program management, including planning, route modeling, and design and engineering for various fleets/vessels and facilities/charging locations. The full detailed Scope of Work is provided as an Attachment. Project Questions / Clarifications / Requests for Approved Equals must be submitted in the Ionwave system before the Question Cutoff Date/Time. Questions submitted to MetroLINK staff may not be answered. Submit all questions through the Ionwave procurement site. The project may be funded with financial assistance contracts between MetroLINK, the United States Department of Transportation and/or the Illinois Department of Transportation. Therefore, all respondents will be required to certify compliance with applicable Local, State, and Federal laws and regulations pertaining to third-party procurements. Respondents will be required to agree to and follow all terms, conditions, rules, requirements, certifications, issued addenda and supply all required attachments as part of their response. This project will have a DBE Goal of 3.05%. Respondents who cannot meet the DBE goal must attach proof of good faith efforts to meet the goal. In order to view all documents, scope of work, etc related to this procurement you must create an account in MetroLINK's e-procurement portal system (Ionwave). MetroLINK requires that all responses to this solicitation be submitted electronically by the due date and time in Ionwave. Email, fax or hard copy submittals are not acceptable and will be rejected. Respondents are solely responsible for correctly submitting their response into Ionwave. Submittals will not be opened publicly. The acquisition of services will be accomplished through a competitive two step procurement process due to Brooks Act requirements for Architecture & Engineering Services. Contract award will be made to the most qualified, responsive, responsible firm that submits the highest ranked submittal and satisfies the overall terms of this RFQ, in the best interest of MetroLINK as determined by our evaluation team. Scoring will be determined by a MetroLINK Evaluation Committee comprised of MetroLINK staff. MetroLINK may interview the top few ranked proposals as part of the evaluation. Submittals that do not provide all required information may be rejected. MetroLINK bears no responsibility for delays or errors in submittal of response by the submitting firm. Late submittals will not be allowed. By submitting a response, you certify that you are authorized to represent and bind your company and have the technical, physical and financial resources to complete the project and comply with all requirements. MetroLINK will first evaluate the statement of qualifications submittals (due to using Brooks Act procedures, no pricing is to be submitted with the initial submission). Evaluations will be performed and we will then reach out to the highest ranked firm for pricing. If MetroLINK and the selected vendor cannot reach agreeable fair and reasonable pricing, MetroLINK will move on to the next highest ranked submittal.
