The work includes but is not limited to: mass excavation and stockpiling of up to 40,000 cubic yards of soil, excavation, construction and installation of approximately 4.3 acres of soil and synthetic liner systems and related granular and geocomposite drainage layers for the landfill, and seeding of disturbed areas. Bidders with previous Subtitle D landfill construction experience are strongly preferred. Work may commence on or about June 1 and must be substantially completed by October 1, 2025. Each bidder shall file with his bid a cashier's check, certified check, or a bid bond for ten percent (10%) of the total base bid amount. Each bid shall be accompanied by a properly executed Form No. 96 and financial information as prescribed by the Indiana State Board of Accounts. The Bidder to whom a contract is awarded will be required to furnish a performance bond in compliance with the Statutes of the State of Indiana and acceptable to the District. The Bond shall be for one hundred percent (100%) of the total base bid amount of the awarded contract. In lieu of the performance bond the Bidder to whom a contract is awarded may choose to post a cash bond, to be held by the District, in the amount of one hundred percent (100%) of the base bid. No bid may be withdrawn within a period of thirty (30) days after the date fixed for opening bids. The District reserves the right to reject any or all bids, to waive any informalities or irregularities therein, and to accept the bid which in its sole judgment is the most responsive, responsible bid. No contract will be awarded to any bidder who, as determined by the District, is not qualified to provide satisfactory service.
