Introduction The City of Quincy, through its Department of Natural Resources, invites qualified vendors to submit proposals for the purchase and delivery of a reviewing stand and a generator to be used for municipal events. Proposals must include itemized costs, detailed specifications, and any applicable warranties. Sealed proposals must be submitted to the Purchasing Department, City of Quincy, 1305 Hancock Street, Quincy, MA 02169 no later than Thursday, March 13, 2025, at 11:30 a.m. Late submissions will not be accepted. Scope of Work The City seeks to procure a reviewing stand and a generator that meets the following specifications: 1. Reviewing Stand Broad Guidelines o Dimensions: 35' long x 8.5' wide (when being transported) o Capacity: Must be able to accommodate 30 people o Material: Durable construction using weather-resistant materials suitable for outdoor use. o Safety Features: Handrails, slip-resistant flooring, and any other necessary safety components for public use. o Portability: Must allow for assembly, disassembly, and transportation by City staff or vendors. o Accessories: o ADA-compliant access ramp. o Canopy or shade cover for weather protection. o Modular components for size adjustments. 2. Generator Specifications o Power Output: Minimum 20kw to support event-related electrical needs, including sound systems and lighting. o Fuel Type: Diesel or propane preferred (vendor to specify options available). o Noise Level: Must comply with local noise ordinances for public events. o Portability: Mounted on a trailer with hitch compatibility for transportation. o Run Time: Minimum 8 hours at full load. o Safety Features: Must include grounding provisions, weatherproof housing, and automatic shutoff mechanisms. o Warranty: Minimum 7-year manufacturer's warranty on parts and labor Proposal Requirements Vendors interested in submitting a proposal for the Purchase of a Reviewing Stand and Generator must provide One (1) Original copy and One (1) copy on a Thumb Drive of the proposal in a sealed envelope and marked Purchase of a Reviewing Stand and Generator to the Purchasing Department, City Hall, 1305 Hancock Street, Quincy, MA 02169, for review by the selection committee. Proposals must include: 1. Completed Proposal Form 2. Itemized Pricing, including: o Base cost of the reviewing stand o Base cost of the generator o Costs for optional accessories or upgrades o Delivery charges to the City of Quincy 3. Product specifications and technical documentation for both the reviewing stand and generator. 4. Estimated delivery timeline from the date of order. 5. Proof of warranties for materials and workmanship. 6. Vendor qualifications, including relevant experience. 7. Proof of compliance with applicable state and municipal procurement regulations 8. Certificate of Non-Collusion 9. Signature Authorization Form 10. Tax Compliance Form 11. Debarment Form 12. Indemnity Agreement Selection Criteria A selection panel will be established by the Department of Natural Resources to review the submittals. The selection panel will make their final decision based on the evaluation criteria identified below, as well as the comparative evaluation criteria ratings. o Responsiveness to the RFP requirements o Total cost, including delivery and optional accessories. o Quality and durability of reviewing stand and generator. o Proposed timeline for delivery. o Vendor experience and past performance with similar municipal contracts. o Warranty coverage and after-sales support. Questions will be accepted until March 7, 2025, at 12:00 p.m. If you have received this RFP from either the City of Quincy website or through an email it is your responsibility to check for addenda before you turn in your bid/proposal. The City of Quincy will not be responsible for any bids/proposals received omitting addenda acknowledgement.
