Replace Quonset Hangar Doors The project work consists of the following major items: Base Bid Removal of existing hangar door, removal of existing concrete foundation for guide rails, installation of new motorized hangar door, installation of electrical cabling, and placement of new concrete foundation for guide rails The Village of Lansing has established a Disadvantaged Business Enterprise (DBE) Program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26. It is the policy of the Village of Lansing to ensure that DBEs as defined in Part 26, have an equal opportunity to receive and participate in DOT-assisted contracts. The Disadvantaged Business Enterprise (DBE) goal for the project has been established at0.0%. Compliance with the requirements of the DBE Program Goals found in Volume #1 of the Specifications is a mandatory part of the bidding process. Contract award will be based in-part upon DBE participation. Each prospective bidder, in evidence of competence, to perform the type of construction or related construction required by the project description, shall furnish to the VILLAGE OF LANSING as a part of their prospective proposal, a listing of previous similar projects undertaken in the last five years with a description of work completed. Foreign Trade Restriction - 49 CFR Part 30 Buy American Certificate - Aviation Safety and Capacity Act of 1990: A bid bond, cashier's check, or a certified check made payable to the order of the VILLAGE OF LANSING in the amount of ten percent (10%) of the total bid must be deposited by each bidder with his bid as guarantee that in case the contract is awarded to him, he will within fifteen (15) days thereafter, upon receipt of written notice of award, execute such contract and furnish a satisfactory performance bond. Electronic copies are acceptable for submission, with the original being submitted no later than the bid submission date. Upon failure to do so, he shall forfeit the deposit as liquidated damages and acceptance of the bid will be contingent upon the fulfillment of this requirement by the bidder. The checks or bid bonds of all, except the three (3) lowest responsible bidders, will be returned within ten (10) days after the bids are opened and read. The remaining checks or bid bonds will be refunded as soon as the contract and bond have been properly executed and approved. The successful bidder, as determined by the Owner, will be required to agree that no less than the prevailing rate of wages will be paid to all workmen, laborers, and mechanics performing their work under this contract. All proposals must be made on forms furnished within this set of Contract Documents. The successful bidder will be required to furnish performance bond satisfactory to the owner in the amount of the contract. The owner reserves the right to waive or not to waive any irregularities in the bids and to reject any or all bids and to determine which is the lowest and best bid or combination of bids for the improvements.
