All Contractors are hereby notified that they shall have proper Contractors licenses as required by the state laws governing their respective trade in the state where this Project is located. Bidders must be listed on the plan holder's list held by Richa Graphics in order to receive any Bid Documents. Notice is hereby given to all bidders that Executive Order 11246 and Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Part 21, are applicable to this contract. Each bid must be accompanied by a Bid Bond, or by a certified check payable to City of Hickory, Hickory, North Carolina, and drawn on some bank or trust company authorized to do business in the State of North Carolina, for an amount equal to five percent (5%) of the total bid. A performance bond and a labor and material payment bond are required from the contractor awarded this contract. All bids will be awarded by the City of Hickory. No bid may be withdrawn for a period of one hundred twenty (120) days after the closing time for the receipt of bids. The City of Hickory reserves the right to reject any and all bids and to waive any and all technical defects in the execution of the submission of any bid. Envelopes containing proposals must be sealed and addressed to Ms. Caroline Kone, Transportation and Engineering Manager, Hickory Engineering Department, 76 North Center Street (P.O. Box 398, 28603), Hickory, North Carolina 28601. Envelopes must be marked as follows: "Runway Lighting Rehabilitation", Contractor's name, address, and license number listed on the envelope.
