GCPC, all specifications and statements of work (i.e., "Scope of Work") shall be prepared and drafted in a manner that provides overall economy for the intended purpose while providing for maximum competition in satisfying the procurement needs of Garfield County. Specifications and statements of work should not be overly restrictive. Article 4.2.1., GCPC, states that a Scope of Work ("SoW") describes the specific requirements applicable to a particular product or service that is to be procured by Garfield County.
