Mountain Bike Park Project a public-private agreement to construct, operate, and/or transfer a new Mountain Bike Park in the City of New Albany, Indiana (City) under a public-private partnership, pursuant to the applicable provisions of the Indiana Code, including, but not limited to, Indiana Code Section 5-23. Project Scope: The selected proposer will provide all financing services, development services, site work, labor, and material to construct the Project. Multiple firms may partner to provide a complete response. However, in order for NARC to assemble the most qualified team, such partnerships may not be exclusive in nature. The Project site is currently owned by the City. The construction scope of the Project is not yet determined. The final Project scope will be determined through a scoping period with the selected proposer, during which time the selected proposer will be required to work with NARCs design team to provide analysis to create a final scope, site analysis, a guaranteed budget, and financing terms. The scoping period will likely be a very intense exercise with the goal of establishing a mutually agreeable construction timeline and groundbreaking date that aligns with both the Citys operational needs and the selected proposers capacity. The specific groundbreaking date will be determined during the scoping period through collaborative discussion with the selected proposer, taking into consideration factors such as permitting requirements, material procurement timelines, and optimal construction conditions. Upon receiving satisfactory scoping period deliverables from the selected offeror, NARC will move forward with the Project and selected offeror via resolution at a public hearing. If the selected offeror is unable to produce satisfactory deliverables including desirable financing terms and budget, NARC will begin a new scoping period with another offeror or cancel this RFP process altogether.
