Reference Number 00004438516 The Ministry relies on mechanical equipment as a primary tool used for the suppression and control of forest fires. Pumps and chainsaws are prime examples of mechanical equipment used during forest fire suppression efforts, however other small engine operated devices such as generators, leaf blowers, and brush cutters are also used during suppression efforts. Mechanical equipment used for fighting forest fires in Ontario must be able to perform in demanding and challenging environments, thus the Ministrys repair and performance specifications is very precise. The Ministry sets its standards for repairs very high and with strict tolerances in order to ensure all equipment is in peak condition prior to utilization on an incident. This type of equipment is relied upon by fire staff extensively and must be in proper working order when the times arise. Ontario owns approximately 1500 power pumps (Waterax models Mark 3 and Watson), 850 chainsaws (Husqvarna models 254, 254XP, 359, 550XP Mark II), 30 generators (Honda – various outputs) and several other small engine equipped items. The Ministry has contracted for mechanical repair and maintenance of its small engine equipment since 1992. The Ministry requires a qualified vendor to provide repair services to a large fleet of small combustion engine powered equipment, on an as-needed basis (as determined by the Ministry). The services include the pick-up and delivery, repair and/or overhaul of the equipment, and invoicing. The vendor must have qualified staff and be able to provide quality repairs in a timely manner. The Vendor must adhere to the following for all work performed on any Ministry Equipment: (a) All work shall be performed by, or under the direct supervision of: (i) persons in possession of a valid Certificate of Qualification or Apprenticeship (Certificate) from a Provincial or Territorial governing body in the motive power field relating to Marine or Small Powered Equipment Technician, or (ii) persons possessing documentation indicating the person has a minimum of five (5) consecutive years employment experience in the repair and overhaul of small engines. (b) The individual signing the repair tag must be a person described in in (a) immediately above. (c) The Vendor must provide the Ministry with a listing and any backup documentation requested by the Ministry related to any and all individuals authorized by the Vendor to sign-off on a service tag. (d) The Ministry reserves the right to approve all persons authorized to sign a repair tag. (e) Each person performing work or providing Deliverables under the Agreement must have completed the requisite Ministry-provided training described in Section 1.3.1.1 below.
