Summary The City of St. Petersburg ("City") is seeking responses from qualified firms to provide roofing repair services at City Facilities ,on an as-needed basis. The City of St. Petersburg will qualify up to five (5) responsible and responsive vendors. When projects arise, the City of St. Petersburg will reach out to qualified vendors for quotes. Standard for Qualifications The City will qualify multiple vendors whose statement is determined in writing to be the most advantageous to the City, taking into consideration the evaluation criteria set forth in this solicitation. All awards are contingent on the Vendor meeting the minimum qualifications outlined in this solicitation. The City reserves the right, at any time, to evaluate more vendors for inclusion on the list of approved vendors. All Vendors must meet the minimum qualifications outlined in this solicitation. 2.3. Selection Process The City will review responses to this RFQ that meet the minimum requirements set forth herein and are received by the closing date and time stated within the documents. 2.4. Award Per City Code 2-194 (g): Award, A contract shall be awarded, or recommended for award subject to City Council approval, if City Council approval is required, to qualified offerors in accordance with the solicitation documents. 2.5. Rejection Rights The City reserves the right, at any time, to modify, waive or otherwise vary the terms and conditions of this RFQ including, but not limited to, the deadlines for submission and submission requirements. The City further reserves the right to reject any or all SOQ, to cancel or withdraw this RFQ at any time. Selection is dependent upon the negotiation of a mutually acceptable contract. 2.6. Submittal Requirements Please see attachment: Statement of Qualification Requirements Scope of Work 5.1. Intent The City of St. Petersburg ("City") is seeking responses from qualified firms to provide roofing repair and replacement services at City Facilities, on an as-needed basis. The City of St. Petersburg will qualify up to five (5) responsible and responsive vendors. When projects arise, the City of St. Petersburg will reach out to qualified vendors for quotes. The lowest and available qualified vendor will be awarded the project. 5.2. Contract Term The term of the Agreement will be for a period of three (3) years from the date of award, with one (1), two (2) year renewal option by mutual written agreement of the parties. 5.3. Estimated Annual Expenditure It is estimated that approximately $250,000 may be purchased annually under this solicitation. This is an estimate only and may vary. 5.4. Minimum Qualifications At a minimum, Vendor must meet the following qualifications: Vendor must have at least three years of experience in providing commercial roof repairs and replacements, as described herein. Vendor must be registered with the Florida Division of Corporations to conduct business within the state of Florida prior to submitting a bid. Vendor must have the ability to secure the minimum insurance coverage as specified in this Base Agreement. Vendor must own or have immediate access to the necessary equipment required to perform the services outlined. Vendor must be capable of providing services without the use of subcontractors. Vendor must be a State of Florida Certified Roofer and shall provide documentation of certificate. Vendor must have 24/7/365 telephone service to receive and dispatch emergency calls, with a commitment to return calls within a reasonable time. 5.5. Vendor Responsibilities At a minimum, Vendor shall provide and meet the following responsibilities: Vendor shall designate a single point of contact to manage the day-to-day administration of this Agreement. Vendor shall maintain the Minimum Qualifications as outlined throughout the duration of the Agreement. Vendor shall ensure at least one qualified supervisory employee is available by phone during normal business hours. Vendor shall possess a comprehensive understanding of all requirements set forth in this Agreement and shall ensure that all employees are properly trained and instructed in the required standards, tasks, and use of equipment. Vendor shall be responsible for all aspects of service delivery, including labor, materials, supervision, tools, and equipment, ensuring timely and professional roof repairs. Vendor shall be responsible for diagnosing and addressing roofing issues, such as water intrusion, and for repairing or replacing damaged components (e.g., decking, shingles, membranes, flashings). Vendor shall comply with all local and federal standards. Vendor shall proactively address roofing needs, minimizing disruptions to daily operations and extending the lifespan of City assets. Vendor shall be capable of working on a variety of roof types, including, but not limited to: built-up roofs (BUR) modified tiled metal shingled TPO, PVC, and other single ply systems Vendor shall provide labor and materials for roof repairs and limited replacements/patching for individual facilities, including, but not limited to: Investigation of water intrusion via water testing, infrared scanning, and other diagnostic methods Repairing damaged decking, fascia, and soffit Replacing damaged shingles, tiles, metals, and matching existing materials where possible Repairing vent stacks (boots) Addressing damaged or failed membranes, insulation, and aggregate surfaces Fixing damaged, failed, or abandoned pitch pans Repairing metal coping caps, gutters, and downspouts Replacing failed flashings Addressing penetrations of all types Vendor shall only employ qualified operators and workmen with a minimum of six months of prior experience in roof repairs and replacements. Vendor shall immediately remove any workers deemed incompetent or disorderly by the City from performing services. Vendor shall submit bids for all requested projects within the designated response time or provide a valid reason for not submitting a bid. Vendor shall collaborate with the appropriate City departmental representative at each facility to ensure the smooth operation of the services rendered under this Agreement. Hours of Work: Unless otherwise agreed upon with the City's Project manager, work shall be conducted during normal business hours, Monday to Friday, between 8:00 AM and 5:00 PM. The Vendor may be required to perform services during a Local State of Emergency. In the event of a Local State of Emergency, the Vendor's 24-hour contact personnel must respond to the City within four hours of contact. The Vendor shall be on-site providing emergency services within 24 hours of any emergency request. 5.6. Roof Replacement or Construction of a New Roof For projects involving roof replacement or the construction of a new roof, the Vendor must obtain written authorization from the Procurement Director or their designee before starting work. The written estimate should include all necessary costs for engineering, permitting, and inspections. Additionally, this may require the execution of a one-time agreement and the provision of bonds. 5.7. City's Responsibilties At a minimum, City shall provide and meet the following responsibilities: City shall provide a single point of contact (Project Manager) to administer the Agreement. City department will be responsible for notifying the Vendor when services are required and for providing the location and address. City will be responsible for providing access to the work site.
