2025 Solid Waste and Recycling Collection and Disposal Services Purpose of solicitation of bids for collection and hauling of solid waste and recycling material. This receipt of proposals will be not less than sixty (60) days from the original date of advertisement announcing the availability of bid documents. All bids must be submitted on the standard proposal form provided with each bid package, in the manner designated therein and required by the specifications and must include a certified check, cash or bid bond ("Bid Guarantee") in an amount of not less than ten percent (10%) of each bid, but not to exceed $20,000.00 in accordance with the provisions of N.J.S.A. 40A:11-21, to be delivered at the place on or before the hour named above. The standard proposal form is attached to the specifications. The Borough of Roseland reserves the right to make additions and deletions to the contents of the specifications prior to the receipt of bids, by means of an addendum. The total sum within the proposal submitted, must reflect the inclusion of any and all addenda issued. Any Addendum issued must be signed and submitted along with the proposal. The Bidder to whom the Contract is awarded shall furnish and deliver, within ten-(10) days of the date of award of Contract, a Surety Corporation Bond, satisfactory to the Borough and subject to all of the applicable requirements of the bid specifications. The Bond shall be for a sum not less than (100%) one hundred percent of the total price bid for the equipment, labor and relater services bid, and shall be maintained by the bidder until the final payment is made, and in the event of insolvency of the Surety, the bidder shall forthwith furnish and maintain, as provided above, another Surety satisfactory to the Borough. Proof of liability insurance "certificate" for verification must be a part of the submitted bid proposal, as proof of liability insurance with an aggregate total of not less than $3,000,000.00 of coverage. The successful bidder, upon receiving Notice of Award, shall add to the certificate, in the category of Additional Insured, the language indicated on the sample certificate provided in Bid. The Borough of Roseland reserves the right to waive any informalities or irregularities in the bids received, and to reject any and/or all bids as in its judgment may best serve the interest of the Borough. The Borough shall have a minimum of sixty (60) days from the receipt of bids to either accept or reject same. No bids may be withdrawn during that time period. Proposals for the Contract will be accepted only from Bidders who have been properly qualified in accordance with the requirements of the Specifications. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and 17:27-1 et seq.
