Award of contracts is anticipated after approval by Somerset County Public Schools as well as approval by the State of Maryland IAC. Anticipated award is May 15, 2025. Bidders submitting bids for multiple Contract Packages should submit a separate bid for each Contract Package. Such bids so received shall be privately opened. Oak Contracting, LLC is the Construction Manager-at-Risk (CMr) for the project and has assigned the work of GMP #1 for the project through the following Contract Packages: Contract Packages 1A Testing and Inspection (entire project) 2T Temporary Sitework 6T Temporary General Trades 16T Temporary Electrical The balance of the work of this project will be bid under a separate GMP#2. Anticipated issuance is April 2025. The Owner, Project Architect and Construction Manager will discuss the scope of the project. The site will NOT be made available to all interested bidders through the bid period. Unapproved site visits are strictly prohibited. Certified Minority Business Enterprises are encouraged to respond to this solicitation notice. Compliance with Minority Business Enterprise procedures of the State of Maryland and The Board of Education of Somerset County is required. The Subcontractors or suppliers who provide materials, supplies, equipment and/or services for this construction project shall attempt to achieve the specific overall project MBE goal of 11.00% established for this project. All bidders, including certified MBE firms, when submitting bids or proposals as sub-subcontractors, are required to attempt to achieve the following individual bid package goals from certified MBE firms: 1A Testing and Inspection: 5% 2T Temporary Sitework: 15% 6T Temporary General Trades: 15% 16T Temporary Electrical: 15% Bidders are hereby informed that the goals established for the bid packages and the overall project goal are MINIMUM minority business participation goals and that every effort should be made to exceed these goals. Bidders are required to submit the completed Minority Business Enterprise Utilization and Fair Solicitation Affidavit, Attachment A, and the completed Minority Business Enterprise Participation Schedule, Schedule B, with their bid. If a bidder fails to submit these forms with their bid as required, their bid may be considered non-responsive. All bids shall be irrevocable for ninety (90) days after bid opening date and shall be accompanied by a Bid Bond. Any Bidder who submits a proposal which is based upon, or subject to, the use of non-specified materials or manufacturers, work hours, work days, milestone dates, duration, start date, or terms and conditions, which are in any way different, contrary, or otherwise in conflict with the requirements of the Bid Drawings and Specifications shall be considered a "Qualified Bid" or "Conditional Bid" and as such shall be subject to rejection. Liquidated damages associated with construction activities are identified and described in Specification Section 005000 AIA Document A401-2017 Standard Form of Agreement between Contractor and Subcontractor. Liquidated damages associated with Minority Business Enterprise (MBE) documentation are identified in Specification Section 004100 - SCPS MINORITY BUSINESS ENTERPRISE PROCEDURES. All work is to be completed in general compliance with the schedule provided specification section 011200. All Contractors must be prepared to work 6 days per week to complete their work activities in order to meet the date of substantial completion. The project's date of substantial completion for GMP #1 is Friday, August 15, 2025.
