Design-build services are required for Military Construction (MILCON) Project P-481, Energy Resilience Phases 3 and 4, at the Mountain Warfare Training Center (MWTC) in Bridgeport, California. The scope includes the base project and several option items. The base project involves energy resilience upgrades, while the options include installation of additional 500 kW ground-mounted solar photovoltaic capacity using 550 W panels (up to three separate option items), construction of a control building facility to house microgrid and utility control systems, supplementation of the battery energy storage system (BESS) with an additional 0.5 MW to reach a total output of 1 MW, and replacement of an older 1,000 kW diesel generator to enhance base-wide backup system resilience. All work is to be performed under a firm fixed price arrangement.
