Due to the funding source, the project must be completed by November 1, 2025. The City of Alpena reserves the right to reject any or all Bids or to waive any informality in the bidding. Bids may be held by the City of Alpena for a period not to exceed 30 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract. The project involves reconstruction of an existing plaza in downtown Alpena. This will include repair to an adjacent parking lot and installation of a new restroom facility. Demolition of the Culligan Plaza and adjacent parking lot which will include approximately 2,000 cyds of earth excavation, removal of 380 feet of four-foot masonry barrier wall and 36-inch footing, and removal of an existing fountain basin including 36-inch footing. Item 2. Construction of a new water feature, fire feature and stage area. Installation of approximately 1500 sft of concrete sidewalk, 1500 feet of stenciled sidewalk, HMA surface repairs to the adjacent sidewalk. Landscaping items include installation of three tree boxes used for storm water runoff, approximately 1,000 sft of rain garden integrated into the water feature, and several 4" caliper trees. Additionally, there will be items of work for lighting, electrical services, utility services, and stage sound system. Item 3. Construction of a new two-unit family restroom with mechanical room. This building will be masonry construction.
