Reference Number 0000376199 Job Location: 7th Street Poudre River Bridge Bid Intent Not Available This contract includes rehabilitating the 7th Street bridge over the Poudre River. Repairs to the double tee beams are scheduled at the seams, abutments, and stems, and the asphalt deck will be removed and replaced with concrete. The Town of Windsor has determined that Underutilized Disadvantaged Business Enterprises (UDBEs) will participate by contracting for a part of the work of this Contract. The contract goal for participation in this Contract by certified DBEs who have been determined to be underutilized has been established as twelve (12%) percent. No Bid may be withdrawn for the period of time after the date Bids are opened, which is specified in the Bid Form. Owner reserves the right to reject any or all Bids, to waive any informalities or irregularities therein, and to reject nonconforming, non-responsive, or conditional bids. The decision of the Owner shall be final. This work consists of constructing, installing, maintaining, and removing when required, control measures during the life of the Contract to prevent or minimize erosion, sedimentation, and pollution of any State waters as defined Section 101. Stormwater runoff from all disturbed areas and soil storage areas for which permanent or interim stabilization is not implemented, must flow to at least one control measure to minimize sediment in the discharge. This shall be accomplished through filtering, settling, or straining. The control measure shall be selected, designed, installed, and adequately sized in accordance with good engineering, hydrologic, and pollution control practices. The control measures shall contain or filter flows in order to prevent the bypass of flows without treatment and shall be appropriate for stormwater runoff from disturbed areas and for the expected flow rate, duration, and flow conditions (i.e., sheet or concentrated flow). The Contractor shall coordinate the construction of temporary control measures with the construction of permanent control measures to assure economical, effective, and continuous erosion and sediment control throughout the construction period. When a provision of Section 208 or an order by the Engineer requires that an action be immediate or taken immediately, it shall be understood that the Contractor shall at once begin affecting completion of the action and pursue it to completion in a manner acceptable to the Engineer. This work consists of application of fertilizer, soil amendments, seedbed preparation, and placing seed and sod. Substitutions from this specification will not be allowed unless submitted in writing to the Engineer and approved by the Region or Headquarters Landscape Architect. This work consists of removing all asphalt material on the bridge and removing the waterproofing membrane (if present) at the locations indicated on the plans. This work consists of saw cutting, removing, and disposing of existing deteriorated bridge deck. Removal operations shall be conducted so that the existing girders and structure is protected from damage. Perform the applicable classes of removal as defined in the plans. The Engineer will determine the locations and limits of removal. Sandblasting shall consist of cleaning exposed non-epoxy reinforcing steel designated to remain in place, and roughening the surface and removing all fractured particles from the entire existing concrete surface against which new concrete is to be placed. This work consists of resetting the steel portion of bridge railing per these specifications and conforming to the lines and details shown on the plans. All reset items shall be carefully removed, stored, reinstalled, or adjusted in a manner that will avoid loss or damage. This work consists of removing and resetting the steel bridge rail (guardrail) and support post for the bridge structure. Removals and resetting the bridge rail shall be per these specifications and conform with the lines and details shown on the plans or as approved by the Engineer. This work consists of protecting migratory birds during construction work on structures. The Town has installed bird netting around the underside of the bridge structure to deter birds from nesting on the structure. The Contractor will be responsible for removing and salvaging the existing netting to the Town. If the bridge repair work occurs during the nesting season, the Contractor shall maintain, remove, reinstall the netting or take other approved measures to prevent birds from nesting on the structure. The cleaning of bridges, if not conducted properly, can contribute to stormwater pollution. This SOP was created to provide guidance to those conducting or overseeing bridge cleaning activities. Bridge cleaning is considered an occasional incidental non-stormwater discharge that will not be addressed as an illicit discharge provided this SOP is followed. Discharges from bridge cleaning is not reasonably expected (based on the information referenced in Additional Resources at the end of this SOP) to be a significant source of pollutants to the MS4 because the nature of the discharge. These activities occur infrequently and would not be expected to contribute significant amounts of pollutants to the MS4. Any individual non-stormwater discharge that is determined to be contributing significant amounts of pollutants to the MS4 is prohibited. Washing bridges containing lead-based paints is prohibited.
