The City of St. Cloud is submitting this Request for Proposals (RFP) to selected firms to perform the 5-year Part 12D inspection of the St. Cloud Hydroelectric Generation Facility. The scope of the inspection is prescribed in Part 12, Subpart D of the Federal Energy Regulatory Commission's (FERC) regulations and in Chapters 16-18 of FERC's Engineering Guidelines. The City of St. Cloud seeks a qualified Independent Consultant (IC), and other Team members as needed, to complete the inspection. This will be a Comprehensive Assessment (CA) including a Potential Failure Modes Analysis (PFMA), Level 2 Risk Analysis (L2RA), Comprehensive Assessment Report (CAR) and other associated tasks. The report is due to FERC November 5, 2026. The primary inspection plan and work will be completed in 2025 to meet the FERC regulations. The City of St. Cloud also requests a proposal for additional scope items including providing the L2RA facilitator and notetaker, Risk Assessment Report (RAR), Hydrologic Hazard Analysis (HHA), and a consequence study, that may be included in the contract at the City of St. Cloud's option.
