The City of St. Cloud, Minnesota is soliciting proposals from interested consultants for professional services related to design phase services for the Southwest St. Cloud Water Distribution System Improvements, including the following subprojects: Evaluation of proposed and/or alternate finished water storage site locations and recommendations. Ground Storage Reservoir and Booster Station design. Proposal for looping or other redundancy/resiliency distribution system improvements in the Second Pressure Zone. D. 24" Water Distribution Transmission Main to the Ground Storage Reservoir and connection to Second Pressure Zone. A single proposal shall be submitted which includes each of the three subprojects listed above; the City also requests a proposal for the optional, additional scope. The desired services include, but are not limited to, preparation of plans and specifications; preparation of bidding documents; and provisions for possible professional services related to construction phase management. All work shall comply with the procedures, requirements, and regulations of the City of St. Cloud, and other State and Federal agencies as required. Information from the detailed design will be used by City personnel to finalize right-of-way acquisition, prepare bid proposal packages, and let bids. he submittal may be structured in a way that most effectively presents the proposal. The proposal should be concise and limited to a maximum of 40 single-sided, 8 1/2 " x 11" pages with a font size no smaller than 11-point. Fold-out exhibits may be used but will be included in the 40-page count. Resumes may be included as an appendix. The submittal elements should be bound into a single document and should contain all the information needed for consideration by the Selection Committee in evaluating the proposal. The Consultant's fee for completing Design Phase Services is an important consideration, however, qualifications, experience, approach to completing the work, and ability to address the City's needs are criteria that will be reviewed as part of the evaluation process. The cost proposal will be used with all other elements of the submittal for making a recommendation. The cost proposal will not be considered a bid; it will be the starting point for negotiating a contract for this work. The City reserves the right to negotiate professional services from the selected consultant as deemed necessary to fulfill the complete project intent. The City reserves the right to terminate the contract and delete all remaining work tasks at its discretion.
