The work includes but is not limited to Site Preparation, Cell Base Liner System Construction, Cell Leachate Collection and Detection System, Landfill Gas System (LFG), Cell Overlay Linter System and Site Maintenance and Restoration All work shall be in accordance with the Plans and Specifications and shall be in compliance with all applicable codes. The proposed work will be contracted to a Licensed Florida Certified Contractor meeting the minimum Project Experience requirements and consists of providing all labor, materials, equipment and incidentals required to construct the landfill cell as detailed in the solicitation documents. For any additional information, contact Patricia Armstrong, Procurement Manager, via e-mail at: parmstrong@swa.org The proposed work will be contracted to a licensed Florida Certified Contractor (in accordance with Florida Statute 489 as may be amended) meeting the minimum Project Experience Requirements set forth in Section 0300, and consists of providing all labor, materials, equipment and incidentals required to construct as detailed in the contract documents. The work includes, but is not necessarily limited to the following: The project involves the construction of the new Class I Landfill Cell 25 and Class III overlay lining system: o Site Preparation - Clearing and grubbing of the Cell 25 area. Removal of existing stockpile and utilities. Excavation and rough grading to top of subbase. Stockpiling and screening of excavated materials for installation of one (1) foot base layer and/or one (1) foot of foundation layer. Contractor may import soils in lieu of using these excavated soils for base and foundation layer. o Cell Base Liner System Construction - Installation of subgrade, geosynthetic clay liner, secondary geomembrane, leachate detection system geocomposite, primary geomembrane, leachate collection system geocomposite, and 2-foot protective cover soil layer. Work includes tie-in to Class III Landfill Cell 6 existing single lining system. Construct perimeter berms and liner to meet design grades and slopes. o Cell Leachate Collection and Detection System - Installation of all leachate collection and detection systems, with associated piping, fittings, liner penetration, boots, and ancillary infrastructure. Installation of new underground electrical service for the leachate detection system. o Landfill Gas System (LFG) - Installation of LFG collection and control system on the overlay area (Class III Landfill). The LFG system includes but is not limited to horizontal gas collectors, vertical drainage boreholes, abandonments of existing wells, installation of lateral piping and isolation valves, and connection to the leachate toe drain system (to be constructed as part of this project). o Cell Overlay Liner System - Installation of the lining system over the existing Class III Landfill slope to include the installation of a 1-foot foundation soil layer, overlay geomembrane, overlay leachate collection geocomposite, 2-foot protective cover soil layer, and sacrificial (temporary) geomembrane cover. Tie-in of overlay lining system to the Cell 25 base lining system. Installation of temporary stormwater berms (cover swales) on the overlay lining system. o Site Maintenance and Restoration- Installation of measures to control erosion and sedimentation during project construction. Traffic control to safely complete the project with ongoing landfill operations. Grading of stormwater perimeter ditch adjacent to Cell 25and sodding of all disturbed areas on and adjacent to site. The Contractor shall be responsible for calculating and providing the necessary quantities of materials and the necessary equipment and manpower required to accomplish the work described above within the established Contract Period. Purchase of all soils, delivery to the site, and placement is required and is the responsibility of the CONTRACTOR. Testing and installation of the subgrade/foundation layer, protective cover layer, and all geosynthetics is required. Stockpile areas will be provided by the OWNER at the start of the project.
