The City of Naperville is soliciting proposals from experienced and qualified vendors to provide Construction Management (CM) services for the construction of Springbrook Water Reclamation Center (SWRC) - South Plant Expansion. Qualified vendors shall oversee the successful completion of this critical infrastructure project. NEEDS DESCRIPTION The City of Naperville Water Utilities owns and operates Springbrook Water Reclamation Center (SWRC), treating wastewater from Naperville and City of Warrenville, serving a population of 162,600. SWRC uses a conventional activated sludge wastewater treatment process with secondary and tertiary treatment at a rated design capacity of 26.25 million gallons per day (MGD). The SWRC facilities are divided into the North Plant and the South Plant. The South plant was constructed in 1999 and has a rated design capacity of 3.75 MGD. In order to retrofit North plant aeration tanks, the South plant must be expanded to receive 50% of total flow. The South Plant Expansion project includes the construction of following components: • Four three-pass aeration basins; • Two 115 feet diameter secondary clarifiers; • Four high-speed turbo blowers and new mechanical diffusers for the new basins; • Two additional non-portable water pumps, associated controls, electrical conduits and mechanical piping. The City has obtained Donohue & Associates, Inc. for design and construction assistance on this project (Refer to as design engineer below). The design is completed in March 2025.
