Bids must be made on Standard Proposal forms in the manner designated herein and required by the Specifications, must be enclosed in sealed envelopes, bearing the name and address of bidder and name of the project, "BID FOR GARBAGE DISPOSAL" on the outside addressed to Mayor and Council, Borough of Carlstadt, Bergen County, New Jersey, Borough Clerk's Office, 500 Madison Street, Carlstadt, New Jersey and must be accompanied by a non-collusion affi!davit and a certified check or bid bond for not less than ten (10%) percent of the amount bid, provided said check need not be more than $20,000.00 nor shall not be less than $500.00 and a consent of surety from a surety company authorized to transact business in the State of New Jersey in a sum equal to one hundred (100%) percent of the amount bid, and be delivered to Borough of Carlstadt, 500 Madison Street, Carlstadt, New Jersey 07072. The Borough of Carlstadt reserves the right to award or reject any and all bids within 60 days of the opening of bids and to waive informalities as the interest of the Borough may require.
