The purpose of this Request for Proposal (RFP) is to solicit proposals, through a competitive process, to select a qualified contractor to provide landscape construction/renovation services for the Perris Menifee Desalter I Landscape Renovation Project. Question Deadline 03/18/2025 at 4:00 PM PT Location online portal. SCOPE OF WORK EMWD is seeking proposals from qualified firms to provide professional landscape construction/renovation services for the Perris Menifee Desalter I Landscape Renovation Project, Phase II, located in Menifee, CA. The project will include demolition of the existing shrubs and hardscape materials, installing new trees, plants/shrubs/succulents, boulders, decomposed granite, crushed rock, cobble, concrete mow curb, new irrigation valves, a new irrigation controller and low voltage valve wires. The Contractor will be responsible for actual plant/tree/boulder and all hardscape quantities specified on the construction plans and detail sheets. Phase I of this work included the Main Office and was previously completed in Spring of 2023 and is not part of this project. Contractor shall manage and professionally execute all phases of the demolition and the installation of all landscape, hardscape and irrigation materials and systems, according to the plans and specifications contained within this RFP and all Attachments. The Contractor shall furnish all personnel, equipment, materials,supplies and allservices necessary to carry out in a competent and safe manner, all work described in this Scope of Work and the Attachments and Specifications. The standard of the construction shall be to EMWD's satisfaction, and according to the workmanlike standards established for landscape installation and irrigation operation. The contractor shall operate and adhere to all applicable local, state and federal laws for the duration of this project. TECHNICAL/SPECIFICATIONS The following is a basic outline of the work to be completed. Please refer to the Construction Plans, Sheets L1 thru L4, all notes and detail sheets, Attachments A & B, and Section 02813 Irrigation Specifications for all particulars. A. DEMOLITION – LANDSCAPE, HARDSCAPE Contractor shall be responsible to notify Dig Alert/USA prior to commencement of any work. Prior to removing the existing plant material, the Contractor shall isolate the irrigation main line at the P.O.C. Contractor shall demo and dispose of existing plants, gravel and cobble as described below, on Attachment A and on the Sheets L1 – L4. The contractor shall remove: • All existing shrubs/plant material on the Center Island. • All existing plant material in the North Planter along the block wall. • All existing plant material in the South Planter along chain link fence. (Trumpet Vines on the chain-link fence are to remain in place. Contractor to provide new irrigation to existing vines.) • All existing lava rock, in designated planters around the Desal Facility Building. • All existing crushed rock, pea gravel and cobble surrounding the Center Island and only as designated in the North and South planters and surrounding the Desalter Building. (See Sheet L-1, Attachment A) Contractor shall reestablish a smooth and level grade in all planting and hardscape areas prior to installing new landscape elements. If required to achieve a level and smooth finish grade, the contractor shall import new soil to fill in excavated root balls. (A walk behind tamper may be required to compact the soil.) All planter perimeter soil edges shall be graded down 2” to 3” and tapered back 12”- 24” to existing grade to prep for the new mulch, crushed rock and/or cobble, 2” - 3” deep.
