School Board of Brevard County, Florida, henceforth referred to as the District or School Board is accepting sealed responses for Continuing Contract for Environmental Engineering Services (25-0714-Q-HD). Procurement Contact Do not contact any District employee or official regarding this solicitation except the procurement agent listed below: Heidi Dotson Senior Procurement Agent dotson.heidi@brevardschools.org (321) 633-1000 Ext: 11107 Requesting Department FAC-Environmental Health & Safety/9560 SCOPE OF SERVICES The scope of Environmental Health and Safety Engineering services will be identified on a project basis and will vary depending on project needs. The scope of services to be provided will allow for the Pre-Planning, Design and Construction validation for both horizontal and vertical School Board construction projects and allow the District to address Health and Safety issues at existing facilities. Tasks, Engineering Analysis, Documentation and Reporting shall include, but not be limited to, the following: A. Professional Services 1. Asbestos Inspections Conduct Asbestos Hazardous Emergency Response Act (AHERA) asbestos inspections Develop AHERA management plans Provide project management for asbestos abatements Provide air monitoring (PCM, TEM and Sample Analysis) for asbestos abatements or fiber releases Provide personnel sampling for abatement activities Provide asbestos consulting for renovation and remodeling projects Provide all project design for Asbestos Management and Abatements in compliance with EPA - 40 CFR Part 763 and Florida Administrative Code 469 Asbestos Roofing Surveys Conduct asbestos roofing surveys Provide analysis and reports (including CAD drawings) on positive roofing materials Provide for the monitoring of any asbestos roofing removal including personnel sampling. Asbestos Training - per AHERA and Florida Department of Professional Regulations Radon Surveys Conduct Phase I (and possible Phase II) radon measurement surveys for newly constructed buildings in accordance with EPA Measurement Protocol 402-R-92-003 and Florida Administrative Code 64E-5.1208. Lead Paint Conduct lead paint (and possibly other heavy metals) surveys for building scheduled to undergo renovation, remodeling or demolition Provide lead paint consulting services including abatement project management, project design and monitoring as may be required and in accordance with EPA-40 CFR Part 745 Hazardous Waste or Materials Characterize, secure, and assist the School Board in coordination of the transport and disposal of any hazardous waste or material, contaminated soil or groundwater in accordance with all local, State and Federal ordinances, rules, regulations and laws Monitoring & Programs Provide for employee/student exposure monitoring necessary to determine compliance with applicable standards Asbestos monitoring of work areas and personnel during and after abatement projects Drinking water monitoring in the form of scope determination, sample preparation, collection, analysis and results interpretation Document employees'/students' possible exposure to chemicals or physical agents, and address employee/student exposure concerns Provide both personnel and area sampling, interpret sampling results, and make recommendations regarding appropriate controls, if necessary Develop written programs on such subjects as respiratory protection, chemical hygiene (laboratory safety), hearing conservation, and indoor air quality Indoor Air Quality a. Conduct Indoor Air Quality (IAQ) investigations by evaluating building and mechanical systems and providing air and/or bulk sampling if directed by the School Board b. Monitor common indoor air pollutants, as well as the amount of outside air being supplied to occupied areas c. Analyze the information and provide recommendations on how to improve IAQ 9. Emergency Response a. Provide emergency response services with the capability to sample for chemical vapors, mists, gasses, particulates, residues and unknown materials (including soil and groundwater sampling) upon request by the School Board b. Sampling of contamination, determining the extent of contamination, remedial actions to assist the School Board in the removal of contamination and the disposal of contamination B. Respondents' personnel and sub-consultants should include at least one of the following areas of expertise: Certified Industrial Hygienist (CIH), a Florida Registered Professional Engineer (P.E.), Florida Registered Professional Geologist (P.G.), Florida Licensed Radon Measurement Specialist and Florida Licensed Asbestos Consultant. The District will consider proposals from respondents that specialize in at least one environmental health and safety areas of expertise. Respondents are not required to have expertise in multiple specialties. C. Although not required, the School Board prefers a Certified Hazardous Material Manager (CHMM) available to the District as well. D. Project scopes may include activities and tasks relating to new and existing structures, site improvements and/or modifications projects entailing additions, remodeling, renovations, storm water, utilities, bus/vehicle ramps and circulation, life safety, and maintenance/repair projects. E. Professional services fees will be negotiated with the Firms who satisfy the qualifications portion of this solicitation.
