**As of May 05, 2025 project has been canceled. As of this time it is unknown if an when project will rebid. The Scope of Work is generally comprised of the construction of a geothermal well field at Tabb High School. Detailed requirements of the Scope of Work are included in the Project Manual and Drawings electronically posted with this solicitation. The "Work" generally includes but is not limited to the following: 1. Installation of geothermal circuit piping, terminating at a concrete slab at the site of a future addition. Geothermal circuit piping will connect to common supply and return headers, supported by the slab. 2. The new concrete slab will be covered by a shed, to be furnished and installed by the Contractor, in order to weatherproof the piping installation and provide a surface for mounting panels, lighting, receptacles, and equipment. 3. Heat trace and a unit heater will be provided for freeze protection of the insulated and jacketed geothermal piping installed above grade. 4. Restoration of the existing site to pre-construction conditions in accordance with the Specifications. 5. Contractor shall visit the site and explore the existing conditions prior to bidding. Contractor shall be aware of potential damage to the building, sidewalks, roadways, and landscaping in determining the method for removal and installation of equipment. The following information should be written on the outside of the submittal envelope or package: Bid Number Title of Bid Submittal Deadline Date and Time Bidder's Name On behalf of the County School Board of York County, Virginia (hereinafter the "Board" or "Owner"), the Central Purchasing office of the County of York, Virginia (hereinafter the "County" or "Central Purchasing") is seeking bids from qualified firms (hereinafter the "Bidder" or "Offeror" or "Contractor") to furnish the goods and/or services described herein, for submittal to the County as specified above. wherever used in this IFB and any addenda to this IFB, refers to the final, negotiated contract awarded to the successful Bidder under this solicitation. wherever used in this IFB and any addenda to this IFB, refers to those documents incorporated by reference or otherwise into the Contract between the parties and includes those documents enumerated in the Contract. whenever used in this IFB and any addenda to this IFB, refers to the legal entity to whom an award is made as a result of this solicitation. wherever used in this IFB and any addenda to this IFB, refers to County of York, Virginia; or any of its departments, agencies or its officials, officers, employees, agents and volunteers, including specifically, but not limited to, the York County School Board, the York-Poquoson Department of Social Services, Constitutional Officers, the York County Library, or any other governmental entity for which the County is acting as agent. Each bid shall be accompanied by a Bidder's bond issued by a company authorized and licensed to transact business as surety in the Commonwealth of Virginia, a certified check, or cash escrow, in an amount equal to not less than five (5) percent of the total amount of the bid, made payable to Treasurer, County of York, Virginia. Performance and Labor and Material Payment Bonds: The Successful Bidder shall execute and provide to the County, following Notice of Award, Performance and Payment Bonds with surety in an amount equal to 100% of the accepted Bid. The sureties of all Bonds shall be of such surety company or companies as are approved by the County and are authorized to transact business in the Commonwealth of Virginia. Work included in the Contract shall be Substantially Complete, having obtained a certificate oQuestion Deadline 03/26/2025 at 1:00 PM ETf substantial completion from the Architect, no later than August 15, 2025 and be Finally Complete, having obtained a certificate of final completion from the Architect, no later than September 15, 2025 time being of the essence. TWO-HUNDRED and FIFTY U.S. Dollars ($250.00) per calendar day after time for Substantial Completion has expired. An additional TWO-HUNDRED and FIFTY U.S. Dollars ($250.00) per calendar day after time for Final Completion has expired for a possible total of FIVE HUNDRED U.S. Dollars ($ 500.00), per calendar day of delay. [A possible total of $500.00 U.S. Dollars, per calendar day of delay. Question Deadline - 03/26/2025 at 1:00 PM E - Questions or comments related to this solicitation shall be directed to the Contract Officer. All questions shall be submitted in writing (email is preferred). Telephone inquiries will not be accepted. The Board reserves the right to reject any and all bids, including if the Board determines any of the bid prices are significantly unbalanced to the potential detriment of the Board, and to waive any informality, if it is determined to be in the best interest of the Board. Unless canceled or rejected, a responsive bid from the lowest responsible Bidder shall be accepted as submitted; except if the bid from the lowest responsible Bidder exceeds available funds, the Purchasing Agent may negotiate with the apparent low Bidder to obtain a contract price within available funds.
