Offerors may submit multiple proposals for multiple topic areas (parallel projects). New in 2025, offerors may submit a phased, multi-topic area proposal including up to three (3) topic areas (see 11r below). Component manufacturers must collaborate with at least one (1) turbine Original Equipment Manufacturer (OEM) and turbine OEMs may collaborate for generic parts or processes.
