Bid Opening The District will conduct bid openings through the videoconferencing platform, Zoom, instead of in-person attendance. Bid results will be posted to OpenGov Procurement after bid opening. Bids will be opened by District staff and tabulated after said date and time. For construction in D.A. Porath Valve Replacement and Emergency Bypass in accordance with the special provisions therefor, to which special reference is made. The proposed project will replace the existing 30-inch force main valve at the East Cliff Pump Station, install a flow meter on the existing force main, and install a bypass system which will allow the District to bypass the pump station during construction of this project, as well as for future maintenance operations and emergency conditions. The existing 30-inch force main valve is no longer operable and is required to complete critical maintenance activities to the existing sewer main pipe. Replacement of the force main valve and installation of the flow meter will occur within the existing D.A. Porath sanitation facility. Work to install the bypass system will take place in the existing paved driveway and in the unpaved driveway shoulder. The project has been designed to avoid impacts to existing trees that occur nearby. Specifications are included in the project design to ensure avoidance of impacts to sensitive resources that may occur adjacent to the work area. The site is located in and around Moran Lake County Park in the unincorporated Live Oak area of the County, approximately 0.25-mile west of Soquel Point and directly northeast of the Pacific Ocean (Figure 1). The site is surrounded by residential neighborhoods to the west, north, east, and south, as well as Moran Lake Beach to the southwest (Figure 2). The site is depicted on the Soquel, California United States Geological Survey (USGS) 7.5-minute topographic quadrangle map and is located in Township 11 South, Range 1 West, Section 21. The approximately 19-acre Project Area includes: Moran Lagoon and its associated wetlands; a portion of Moran Creek and its associated riparian corridor; County parking areas and buildings (including the D.A. Porath Sanitation Facility); the open space, trails, and eucalyptus groves surrounding Moran Lagoon and the D.A. Porath Sanitation Facility; and a portion of Moran Lake Beach southwest of East Cliff Drive. A small rectangular parcel at 40 Moran Way is also included in the Project Area (Figure 2). The defined Project Area is extensive enough to include all project components, including anticipated Project options, access points, staging areas, and permanent and temporary disturbance sites
