Tamt Post Indicator Valve Replacements at Warehouses B and C, San Diego, California The Work Includes: 1. Furnish all labor, materials, equipment, supplies, transportation, and disposal as necessary to complete the construction of the proposed project includes the construction of TAMT POST INDICATOR VALVE REPLACEMENTS AT WAREHOUSES B AND C, in City of San Diego, CA. 2. The TAMT POST INDICATOR VALVE REPLACEMENTS AT WAREHOUSES B AND C Project is located at the Tenth Avenue Marine Terminal (TAMT) in the City of San Diego. Located at the northern end of the Port of San Diego's property is Warehouse B and C. 3. The work shall include, but not limited to the following as shown in the Plans and described in these Specifications: a. The TAMT Post Indicator Valve Replacements at Warehouse B and C ("the Project") primarily consists of, but is not limited to, replacement of fourteen (14) post indicator valve (PIV) assemblies located at both Warehouses B and C at the Port's Tenth Avenue Marine Terminal (TAMT). Warehouse B includes twelve (12) PIV assemblies; six (6) on the western side and six (6) on the eastern side. Warehouse C includes two (2) PIV assemblies; both (2) on the eastern side. The installations of PIV assemblies include electrical signal wiring, control valve supervisory switches, fire alarm panels, and other fire alarm devices like pull stations and horn strobes, to create a functional fire alarm system. Fire alarm panel(s) and device(s) requirements vary depending on location at Warehouses B and C. Other required and miscellaneous improvements include connections to the Port's existing fire water system, connections to the warehouse fire suppression systems, piping, fittings, protection posts, and surface restorations, including both asphalt concrete pavement at Warehouse B and steel reinforced concrete pavement at Warehouse C. The total contract duration is 120 calendar days. The Engineer's Construction estimate for this work is $2,300,000.00 The bidder must possess a valid California State Contractors License, Classification A General Engineering, at the time the contract is submitted. Project is subject to the provisions of the San Diego Unified Port District Project Labor Agreement ("PLA") in accordance with Board of Port Commissioners Resolution No. 2023-092. The winning Bidder and all subcontractors shall comply with the requirements of the PLA and shall execute the Letter of Assent prior to the start of the Work as described in Appendix C in Section 7.0 "Appendices & Exhibits". See Subsections 4.5.1 and 5.1.2.1.16 for further details. It is the policy of the Port of San Diego that certified Small Business Enterprises (SBEs) shall have the maximum opportunity to participate in the performance of District Contracts. The SBE participation goal for this bid is 3% (three percent). Certified SBEs with qualifying experience are encouraged to respond to the request for bids. A Notification Regarding Environmental Conditions has been included as Exhibit A in the project specifications. This notification will serve as the District's disclosure regarding potential hazardous materials that may be encountered during grading, excavation, trenching, and/or other ground penetration. A pre-bid conference will be conducted VIRTUALLY ONLY. This meeting can be accessed by dialing (619) 535-7686 and using Conference ID: 760 085 227 or by using the link:. The Port's representative will be present at the pre-bid conference. Site Visit: A valid government issued identification will be required to attend the site visit. Those in possession of a valid TWIC card are requested to bring that as well. The site visit is not mandatory; however, all prospective bidders are encouraged to attend. Submission of a Bid Proposal Package shall be evidence that the bidder has visited the jobsite and is satisfied with the conditions to be encountered if awarded the contract. Question Deadline 04/01/2025 at 10:00 AM PT No questions will be addressed during the virtual pre-bid meeting or the site visit. Questions or comments regarding this specification must be submitted electronically where the specification was obtained and must be received by the Port. Questions received after the date stated here will not be accepted. Emails and faxes will not be accepted. Responses from the Port will be communicated via electronically to all recipients of this specification. No Bidder may withdraw a bid after the date set for bid opening. Award of the contract, if made, will be within 120 calendar days after bid opening date. A bid guarantee in accordance with Subsection 5.6.2 of the General Condition is required with submission of a bid. No Bidder may withdraw a bid after the date set for bid opening. Bidder shall file the bonds as required by the Contract and Civil Code section 9554. The provisions of Public Contract Code section 22300 apply to this Contract. Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Subsection 5.6.1, "Contractor's Insurance," of the Section 5.0, General Condition. In the public interest, the Port reserves the right to reject any or all bids, or to waive any informality in a bid. QA Original hard copy Bid Packages including Bid Bond for 3 lowest bidders must be delivered to District offices at 1400 Tidelands Ave., National City, CA by close of business (4:00 p.m.) on April 16, 2025.
