Renovation of an educational facility in Riner, Virginia. Completed plans call for the renovation of a 25,760-square-foot educational facility.
The scope of work generally consists of removal of approximately 25,760 square feet of asphalt built up roofing and replacement with new PVC single ply membrane, and all associated work. The intent and purpose of this Invitation For Sealed Bid is to establish a term contract with one qualified source that can provide roof work for Montgomery County Public Schools (MCPS). SCOPE OF SERVICE A. All bids must meet the requirements contained herein and as detailed in the attached specifications and drawings (Attachments B & C). B. The Contractor shall obtain all permits necessary for this project at no additional cost to MCPS. IMPORTANT NOTICE: Final payment for services will not be released until copies of a fully executed building permit complete with documentation of final inspection by the local Building Official has been provided to MCPS. CONTRACTOR REQUIREMENTS A. By signing this bid document, the Contractor agrees that he/she has examined and carefully studied the contract documents and other related data identified in the bid documents. B. The Contractor shall comply with all federal, state and local laws, codes and regulations that may apply to this project. C. By signing this bid document, the Contractor agrees that he/she has visited the sites and has become familiar with and is satisfied as to the general, local and site conditions that may affect cost, progress and performance of the work. D. Submittals shall be sent to Terracon for review and approval. E. By signing this solicitation, the bidder certifies that any employee working on this project has not been convicted of a felony or any offense involving the sexual molestation or physical or sexual abuse or rape of a child. Any person making a materially false statement regarding any such offense shall be guilty of a Class 1 misdemeanor and, upon conviction, the fact of such conviction shall be grounds for the revocation of the contract to provide such services and, when relevant, the revocation of any license required to provide such services. MCPS shall not be liable for materially false statements regarding the certifications required by this subsection. METHOD OF PAYMENT/PAYMENT PROCEDURES Progress payments will be allowed. The Contractor shall submit a Schedule of Values which will serve as the basis for progress payments. No payment will be authorized until the Schedule of Values has been submitted by the Contractor and approved by MCPS. MCPS will make monthly progress payments on the basis of the Contractor's Applications for Payment. All such payments will be measured by the Schedule of Values submitted by the Contractor. Prior to substantial completion, progress payments will be made in an amount equal to 95% of work completed with the balance being retainage but less the aggregate of payments previously made and less such amount as MCPS may withhold due to contract disputes. MCPS may retain up to 20% and/or supplement the work with other Contractors or in-house labor at the expense of the Contractor if the work does not reasonably progress in accordance with the contract requirements and schedule. If payment is requested on the basis of materials and equipment not incorporated in the work but delivered and suitably stored at the work site or another location agreed to in writing, the Application for Payment shall also be accompanied by a bill of sale, invoice or other documentation warranting that MCPS has received the materials and equipment free and clear of Liens and evidence that the materials and equipment are covered by appropriate property insurance or other arrangements to protect MCPS interest therein, all of which must be satisfactory to MCPS.
