If clarifications or corrections need to be issued to this RFP,an addendum with questions and responses will be posted to the City website by Wednesday, April 9, 2025, at 4:30 p.m. (EDT) on the West Lafayette Bids and Proposals page. Each proposer will submit the proposal enclosed in a sealed envelope marked "Request for Proposals: Robinson Street Lighting." The Redevelopment Commission expressly reserves the right to reject any or all proposals and waive irregularities of proposals. Project Overview and Scope The proposed street lighting project includes all work required for the design, engineering, procurement of materials, utility location, and installation of one intersection light per intersection and the number of midblock lights (to be recommended by the bidder) sufficient to fully illuminate the sidewalk on the NE side of Robinson Street along the stretch of road indicated in Figure A below. Intersection "bell" lights proposed should match the specifications attached in Exhibit A as closely as possible. Midblock "acorn" lights proposed should match the specifications attached in Exhibit B as closely as possible. The 360-degree light distribution of such acorn lights have the potential to generate light pollution for residents and so bidders are welcome to provide multiple options for potential alternative lighting types, or solutions for reducing the light pollution of their lights while matching the aesthetic of the acorn light as closely as possible. All lights proposed should be low maintenance, governmental quality, energy efficient, and architecturally appropriate for the surrounding neighborhood. All lights should be installed with a poured concrete base with anchor bolts. For ease of maintenance, all lights should be connected to a single central service point attached to a single photocell to control all of the lights. Each light pole base should also have its own fuse. In accordance with the City of West Lafayette's goal to move towards unifying lighting types around the city, bidders should anticipate collaborating with the Development and Street & Sanitation (Streets) Departments to maximize selection of lighting components already stocked by Streets. At the project conclusion, all lights installed will be owned by the City and maintained by Streets. All lighting components must be readily available for Streets to purchase and stock to service lights in need of repair or replacement in the future. All chosen lighting types will be subject to the Historic Preservation Commission's review and approval. Bids should be submitted with the understanding that the project's scope is subject to change in terms of lighting type and quantity installed, pending the release and return of results of a survey to solicit neighborhood resident input to ensure this project serves the community's needs and preferences. The awarded bidder will work with the City to first produce public facing photometric renderings to be included in the survey to give residents an idea of what their potential options for additional lighting are and what they would look like, in service of refining the project scope.
