The City of Surprise (the City) is currently accepting bids for a company to provide the services to repair a portion of the ballistic overhead baffles for the Surprise Police Department (SPD) per the specifications herein. This project is not considered a new build of any permanent structure or construction but rather will require a vendor to provide all labor, materials, equipment, services and transportation necessary for tear down and product replacement. Anticipated Contract Award: March 28, 2025 The term of any resultant Contract shall commence on the date of award and shall continue for a period of one (1) year or through completion of work, thereafter, unless terminated, cancelled, or extended as otherwise provided herein Non-revocable bid security payable to the City of Surprise in the amount of ten percent (10%) of the total bid price is required. This security shall be in the form of a bid bond, certified check or cashiers check and must be in the possession of the City of Surprise, Procurement Division by the due date and time cited for this Solicitation. The Contractor shall be required to furnish non-revocable security binding the Contractor to provide faithful performance of the Contract in the amount of one hundred percent (100%) of the total Contract price payable to the City of Surprise. Payment security shall be in the amount of one hundred percent (100%) of the total Contract price and be payable to the City of Surprise. The City reserves the right to reject any or all submissions, to waive any informality or irregularity in any solicitation received, and to be the sole judge of the merits of the respective solicitation received. The City also reserves the right to re-advertise, modify, or cancel the Project in its entirety, at its sole discretion. No binding contract will exist between the bidder and the City until the City accepts the bidders offer by signing the Offer and Acceptance form. QA Yes, rifle calibers may be used on this range, although not often, rifle rounds are occasionally used in the range. If budget allows, the upgraded steel would be ideal. Current steel is not rifle rated. The price table has been updated to include the option of providing a base bid with 1/4 steel or base bid with 3/8 steel and will be outlined as Addendum 1. Current baffles are plywood faced with steel backing. No shooting is performed down range. Facia could be an option if budget allows. High strike baffles for these purposes are the same as ballistic rated baffles being replaced. The expectation is removal of the current retrievers system and re-installation of the current retrievers if needed for the baffle replacement. Not a new retrieval system. We are not upgrading the retrievers at this time. In the future this will be a separate project with its own bid process. Yes, the existing baffles have painted plywood fascia. Please quote at minimum to have painted plywood to match the rest of the range Construction of overhead concrete unknown. There is pallet jack on site, but no forklift on-site. There is room for a forklift to unload and deliver to the front door of the range. Three of Five retrievers are fully functional. The two retrievers that have issues will not connect to the control pad and power. Currently we manually move the two down retrievers.
