Renovation of a detention facility in Stillwater, Minnesota. Completed plans call for the renovation of a detention facility.
**As of July 01, 2025, the project was awarded to B&B Electric, but the awarded amount is not available.** The Washington County Building Service Division is seeking proposals from qualified vendors for the conversion of existing lighting systems to energy-efficient LED lighting for its jail. The vendor will be responsible for providing a comprehensive LED lighting conversion for all areas within the Washington County Law Enforcement Center. The scope of work includes, but is not limited to: 1. Retrofitting existing secure fixtures for LED: o Removal and disposal of existing non-LED lighting fixtures in accordance with local policies. o Retrofit of LED fixtures to include drivers and wiring as needed to ensure compliance with energy codes and standards. o Ensure proper installation with minimal disruption to daily operations. 2. Any retrofits must adhere to the proposed 2901 rules of the Minnesota Department of Corrections: 2901.4600 LIGHTING AND LIGHT FIXTURES. Subpart 1 - Lighting levels. A. Each inmate cell and holding cell must provide at least 20 foot-candles per square foot of light at desk level and in personal grooming areas. B. Each inmate cell, holding cell, dormitory, and sleeping room must have a night light or a fixture that has a reduced-light function during sleeping hours. C. Kitchen lighting levels must be at least 50 foot-candles per square foot at all work surfaces. D. Dayroom and sub-dayroom lighting levels must be at least 30 foot-candles per square foot at eating surfaces. E. Corridors and areas not specified in this part must provide at least 30 foot-candles per square foot at 30 inches above the finished floor. Subpart 2 - Lighting fixtures. A. Any light fixture mounted less than 12 feet from the finished floor must be correctional grade and be installed with security hardware and security sealant. This does not include corridors, staff spaces, or areas that are under constant direct supervision such as program spaces.*** B. Light fixtures in a shower area must be designed with watertight seals and be: (1) constructed of noncorrosive material; or (2) coated in a noncorrosive material. C. In areas where food is stored, prepared, served, or consumed, all light fixtures must provide shielding in compliance with part 4626.1375. Estimated Commencement Date 4/30/25 Estimated Completion Date 8/1/25 Bid date notes: Proposals will be limited to no more than five (5) pages in length, excluding a cover sheet, a cover letter, table of contents, and appendices. The proposal must be combined as one document and the font shall be no smaller than 11-point. All proposals must include Proposal Content set forth in Section 3 and be sent electronically to the County Authorized Representative.
