Site work and paving for a sidewalk / parking lot in New Smyrna Beach, Florida. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.
Scope/ Performance of Work/ Experienced Contractors: Volusia County is seeking the services of a State of Florida Certified General or Building Contractor to provide and pay for building permit (includes impact fees); and construct improvements to the site consisting of sitework, amenities and entrance ways. The amenities include: Prefabricated open air pavilions, dock with ADA kayak launch, bat house, prefab restroom building and observation tower. The project also includes stamped concrete sidewalks, gravel drive and parking, concrete paved and striped ADA parking, power and water well. The work also includes signage and site furniture. The site furniture will require assembly on-site by a carpenter. Contractor's Operations shall comply with all permit conditions. Special attention is given to the Environmental Resource Conditions attached. The construction includes, but is not limited to: Pruning and protection of historic tree by a Florida Licensed Arborist Protection of existing trees, specimen trees and natural preserve conservation areas and aquatic conservation areas including mangrove vegetation. Coordination of work by others: Removal of invasive species plants, Brazilian Pepper, prior to construction. The site is across the street from the south entrance of Sleepy Hollow Road. This project is ECHO funded. Contractor's Operations shall comply with all Permit Conditions. Special Attention is given to the environmental resource permit conditions attached. The lowest responsive and responsible Bidder shall be responsible for all applicable permitting, labor, materials, equipment, tools, transportation, services, and incidentals necessary to complete all Work required by the specifications and as shown on the drawings. Question Deadline 04/10/2025 at 11:59 PM ET All answers to questions of substance will be publicly published using the question & answer feature of online. Participants are required to review all revisions and answers to questions published. Revisions within the solicitation as well as responses posted through the question & answer feature are authoritative and shall be considered an addendum to the Solicitation. All information in this solicitation, including information provided through the question & answer feature are incorporated into the solicitation or any Contract resulting from this solicitation. Term: Total contract time: 270 days A Bid bond shall accompany each Bid in an amount not less than five percent (5%) of the Bid amount and shall be valid for a period not less than one hundred twenty (120) days. If a Bid bond is used, the Bidder shall complete and submit the Bid bond form provided in this solicitation. After the County and the successful bidder have executed a written Contract and the successful bidder has recorded an acceptable Payment and Performance Bond or if one hundred twenty (120) days have passed after the date of the formal opening of the Bids and no Contract has been awarded, the Bid security of any Bidder will be returned upon written demand. No other forms will be accepted without prior approval from the County. Simultaneously with the delivery of the executed Contract to the County, a bidder to whom a Contract has been awarded must deliver to the County, executed, separate Payment and Performance Bond on the prescribed forms, each in an amount of one hundred percent (100%) of the Contract price of the accepted Bid proposal as security for the faithful performance of his Contract and for the payment of all persons performing labor or furnishing materials in connection therewith. The payment and performance bond shall have as the Surety thereon only such Surety company or companies as are authorized to write bonds of such character and amount under the laws of the State of Florida and with a resident agent in Florida. The attorney-in-Fact or other officer who signs Payment and Performance Bond for a surety company must record with such bonds a certified copy of his power-of-attorney authorizing him/her to do so. Failure of the bidder to execute a Contract and record the required bonds as provided herein within ten (10) days after a written notice of award has been given shall be just cause for the annulment of the award and the forfeiture of the Bid security to the County, which forfeiture shall be considered not as a penalty, but in liquidation of damages sustained. Award may then be made to the next lowest responsive and responsible bidder or all Bids may be rejected. Bids which contain modifications, incomplete, unbalanced, conditional, obscure, or which contain additions not requested, or irregularities of any kind, or which do not comply in every respect with the instructions to bidders and the Contract documents may be rejected at the option of the County. The County does not bind itself to accept the minimum Bid stated herein, but reserves the right to accept any Bid, the County deems to be the lowest responsive and responsible bidder, and which in the judgment of the County will best serve the needs and interests of the County. QA Continue to hand water 90 days past substantial completion. 90 day warranty. A two rail split rail fence with 6 minimum diameter post @ typical 10 on center shall be provided. A detail section and elevation will be provided by addendum. Contractors shall anticipated a total of 750 linear feet length of split rail fence. 4x4 handrail posts are acceptable. Post spacing confirmed at 2 o.c. As shown in the plans, foundation pedestal is to be constructed to +2-0, observation tower roof line is at +33-4, timber column length is 31-4 Building sheets are 22x34. Site sheets are 24x36. On closer review, some of the site drawings were printed on smaller sheets. An addendum will be issued after the pre-bid with the corrected sheets.
