General Contract, designated as Contract 1 of 2, involves the construction ofa 5,500-linear-foot, 16-inchsewer forcemain leading to a new triplex lift station equipped with100 HP pumps. This infrastructure upgrade is a critical component ofa broader effort to reroute wastewater flow from the existing ElmStreet Lift Station around the Cityof Osceola. The project aims to alleviate the load on other lift stations while increasing sewercapacity to support incoming industrial development. Each Bid must be submitted onthe prescribed form and accompanied by a certified check or bid bond executed on the prescribedform, payable to City of Osceola,Arkansas in an amount not lessthan 5 percent of the amount bid.The bid proposal and work of theproposed contract shall be in accordance with all applicable federal, state, county, and local laws, ordinances and regulations. The attention of the Bidder isdirected to the applicable federaland state requirements and conditions of employment to be observed and minimum wage ratesto be paid under this contract. This project will be partiallyfunded with Federal funds fromthe United States Department ofCommerce, Economic Development Administration and thereforeis subject to the Federal laws and regulations associated with thatprogram. Any Bid may be rejected whichcontains material omissions, or irregularities, or in which any of the unit prices are obviously unbalanced in the opinion of the Owner. Also, a bid may be rejected if it, in any manner, shall fail to conformto the conditions of the BiddingRequirements and Contract Documents. The Owner reserves the right towaive irregularities, reject bids,choose the most qualified bidder for the Project, and to postponeaward of the Contract for a periodof time which shall not exceed beyond 90 days from the bid opening date.
