Beech Avenue Roadway Improvements Beech Avenue Roadway Improvementsconsists, but not limited to all labor, material and equipment necessary or required to complete all proposed improvements.The project generally entails milling of existing asphalt roadway, water main installation, new asphalt roadway, curbing,sidewalk, signage, striping and top soiling / hydro-seeding. This project is being bid in accordance with local public contractbid laws and Bidders shall comply with the Local Contracts Law, N.J.S.A. 40A:11-1 et seq. If forwarded by mail, the sealed envelopescontaining the bid must be enclosed in another envelope addressed to the Borough of Woodbury Heights. Bids must beaccompanied by a Certificate of Surety from an acceptable surety and a bid security in the form of a certified check, cashier'scheck or bid bond payable to the Borough of Woodbury Heights in the amount of ten percent (10%) of the total bid amountbut not in excess of $20,000.00. The Contract, if awarded, will be to the lowest responsible bidder whose bid proposalconforms to the requirements set forth in the Bidding Documents. The Borough will award the Contract or reject the bidswithin sixty (60) municipal days after the date of the bid opening. Should there be any reason the contract cannot be awardedwithin the specified period, the time may be extended by mutual agreement between the Borough and the bidder. Bids mustbe accompanied by a Certificate of Surety from an acceptable surety and a bid security in the form of a certified check,cashier's check or bid bond payable to the Borough of Woodbury Heights in the amount of ten percent (10%) of the total bidamount but not in excess of $20,000.00. All bidders are required to provide a copy of the contractors and subcontractorsbusiness registration certificate(s) issued by the Department of the Treasury in accordance with Section 1 of P.L. 2004, c.57(C.52:32-44). All Contractors and subcontractors must also comply with the "Public Works Contractor Registration Act" (P.L.2203, c.91) and P.L. 1977, c.33 (Disclosure of Ownership). The successful bidder shall also comply with the provisions of theNew Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964. Certificate of Surety shall bewritten by a surety company listed on the United States Treasury Department Circular 570 and the New Jersey List ofApproved Surety Companies . The successful bidder must furnish a Performance Bond and Payment Bond, each in the amountequal to one hundred percent (100%) of the contract price. The successful bidder mustcomply with Affirmative Action requirements pursuant to Public Law 1975 C. 127 (N.J.A.C. 17:27) as revised and amended todate, and must furnish an Initial Project Manning Report (AA201) upon execution of the Agreement. TheBorough of Woodbury Heights and the Engineer reserve the right to require a complete financial and experience statementfrom the prospective bidders showing that they have satisfactorily completed work of the nature required before furnishingproposal forms or specifications, or before awarding the contract. The Borough of Woodbury Heights reserves the right toreject any and all bids in whole or in part, and to waive any informalities or minor defects therein, should it be deemed in thebest interest of the Borough of Woodbury Heights. The right is also reserved to increase or decrease the quantities specified inthe manner designated in the specifications.
